Job summary

Illinois Courts seeks an Interstate Compact Specialist to ensure compliance with ICJ/ICAOS rules. You will oversee transfers, provide technical guidance on JIDS and ICOTS, and liaise with other states to secure timely and accurate documentation.

The role supports probation and court services across Illinois, handling case materials, communications, and delinquent submissions. A bachelor’s degree and strong analytical skills are required.

Qualifications

  • A bachelor’s degree or equivalent combination of education and experience is required.
  • Knowledge of Illinois judicial branch structure is helpful but not required.

Responsibilities

  • Administers the rules of the Interstate Compact for Juveniles (ICJ) and Interstate Compact for Adult Offender Supervision (ICAOS).
  • Oversees incoming and outgoing transfers for appropriate application of interstate compact rules and procedures.
  • Provides technical assistance to departments in the interpretation of the rules through the Juvenile Interstate Data System (JIDS) and the Interstate Compact Offender Tracking system (ICOTS).
  • Serves as an Interstate Compact Liaison between Illinois and other states.
  • Provides support to Illinois probation and court services departments to ensure completeness, accuracy and timeliness of materials.
  • Corresponds with other states for supplemental information or clarification.
  • Reviews incoming and outgoing transfers to ensure all required paperwork and forms are complete.
  • Coordinates the return of juvenile probationers who have absconded to their home state.
  • Monitors and reviews activity reports for overdue submissions and assists departments with submission of delinquent items.
  • Performs other duties as assigned.

ESSENTIAL FUNCTIONS

EXPERIENCE AND EDUCATION

A bachelor’s degree or equivalent of education and experience is required. Knowledge of and understanding of Illinois judicial branch structure and functions is desired but not required. Additionally, the selected candidate will have knowledge and skills with:

  • Strong analytical and problem-solving skills in monitoring compliance rules and regulations.
  • Ability to plan, organize, implement, and maintain a variety of functions and projects simultaneously and meet required deadlines and schedules.
  • Ability to respond to change productively.
  • Ability to use initiative and work independently to complete assignments.
  • Proficient in the use of Microsoft Office products (i.e. Word, Excel, Access, Outlook).
  • Strong attention to detail.
  • Ability to effectively communicate, both verbally and in writing.
  • Strong organizational and interpersonal skills.
PHYSICAL REQUIREMENTS

This position requires the ability to sit for extended periods of time, and the ability to retrieve files from filing cabinets. This is a professional office working environment, requiring telephone usage and the ability to process written documents. Applicants must have the ability to travel throughout the state including overnight stays as required. Limited and occasional hybrid work option possible.
