INTERSTATE COMPACT AND REIMBURSEMENTS MANAGER

Position: Interstate Compact and Reimbursements Manager

Salary: Minimum salary $85,199; salary at hire to be commensurate with experience

ESSENTIAL FUNCTIONS

As the Deputy Compact Administrator (DCA), this role involves working closely with DCAs in other states to resolve issues and ensure compliance with federal regulations that dictate the parameters and reporting responsibilities of probationers who are granted authority to travel and/or relocate among states. The position also supervises the Probation Division Interstate Compact staff responsible for documenting and reporting, both in writing and electronically, compliance with federal regulations and statutory mandates involving the transfer of probationers into and from Illinois across all state jurisdictions. It also requires traveling to counties to advise and assist circuit court probation and court services departments with interstate compact program implementation and compliance.

The manager collaborates with probation and court services departments within Illinois and throughout all state jurisdictions in resolving issues that arise in implementing the various federal regulations. Responsibilities include conducting internal quality assurance assessments of compact unit functions and working with external evaluators regarding the interstate compact program; preparing written reports with recommendations. The position also creates and delivers interstate compacts training to probation departments and other stakeholders.

In addition, this role supervises the work of the Probation Division Reimbursement staff who process probation reimbursement vouchers and personnel changes. The manager prepares annual budget information for probation reimbursement. Collaboration with other units within the Probation Division is required for annual planning and supplemental analysis related to probation reimbursement funding. The position also conducts internal quality assurance assessments of reimbursement unit functions and works with auditors on external unit reviews.

The manager will collaborate with committees to update and provide training on the Intrastate Standards and provide analysis and dispute resolution assistance to probation and court services departments. Performs other duties as assigned.

EXPERIENCE AND EDUCATION

A minimum of four years experience in the implementation of adult and/or juvenile probation programs is required. Candidates must hold a four year degree from a college or university in criminal justice, public administration or a related area. Additional education can be substituted for up to two years of the experience required.

This position requires strong knowledge of adult and juvenile probation laws, regulations, procedures, and department operations at the trial‑court level, as well as federal requirements for the transfer of probationers between states. It also requires strong knowledge and skills in probation division policies, standards, legal mandates, and procedures relating to circuit court probation services, probation reimbursement, and interstate compact requirements. The role requires skill in the use of supervisory strategies to direct and coordinate the work of employees, along with the ability to analyze and interpret probation department information to ensure compliance with standards.

Additional abilities essential to the position include preparing budget estimates, planning, developing, and providing training for statewide interstate compact probation operations, and monitoring and tracking allocation expenditures. The position also requires the ability to prepare clear and concise reports and letters and to communicate effectively both verbally and in writing. Finally, the role requires the capacity to associate with employees and the public in a pleasant, courteous, and helpful manner.

PHYSICAL REQUIREMENTS

This position requires the ability to sit for extended periods of time, and the ability to occasionally travel overnight.
