As an International SOF Integration and Assessment SME with JCTM, you will support the planning, coordination, integration, and assessment of USSOCOM international engagement activities. You will develop country plans, coordinate international agreements, support personal exchange and liaison‑officer programs, and assess whether J3-I activities and investments are achieving intended strategic outcomes.

You will collaborate with Theater Special Operations Commands, USSOCOM directorates, U.S. embassies, Partner Nation representatives, Foreign Liaison Officers, Exchange Officers, and Special Operations Liaison Officers.

Key Responsibilities
  • Draft, staff, coordinate, and maintain plans, roadmaps, memoranda of agreement, and memoranda of understanding.
  • Ensure planning products align with USSOCOM partnership plans and Commander’s guidance.
  • Process, coordinate, and track staffing actions associated with international negotiations.
  • Support agreements governing Foreign Liaison Officer and Exchange Officer presence at USSOCOM.
  • Prepare engagement plans and ensure relevant FLO and EXO issues are incorporated into key leader engagements.
  • Draft and maintain country plans outlining USSOCOM and Partner Nation operations, activities, and investments.
  • Coordinate with Theater Special Operations Commands and USSOCOM headquarters directorates to align country plans with enterprise priorities and objectives.
  • Prepare quarterly updates and annual assessments of J3-I country plans.
  • Coordinate with J3-I branches and sections to collect, validate, and maintain accurate country-plan information.
  • Provide subject-matter expertise for the planning and coordination of international engagement events.
  • Support the development and staffing of engagement plans and strategies associated with new international agreements.
  • Maintain a database of international agreements affecting J3-I exchange officers, liaison officers, and Special Operations Liaison Officer placement.
  • Prepare staff packages for Chief of Staff-level review and approval of J3-I international agreements.
  • Assess the effectiveness and return on investment of international engagement activities and associated resources.
  • Identify integration gaps, agreement-related risks, overdue actions, and opportunities for improved alignment.
  • Prepare executive-level correspondence, decision papers, briefings, assessments, and staff packages.
  • Perform facility close-out and escort duties in accordance with Division security procedures.
  • Support CONUS and OCONUS travel requirements.

You Have
  • Active TS/SCI Clearance
  • A master’s degree in international relations, economics, or a related field.
  • Graduation from the Department of State Foreign Service Institute or an equivalent U.S. military program of instruction.
  • Service as a Foreign Service Officer or Foreign Area Officer.
  • At least 10 years of experience as a member of a U.S. embassy country team, a deployed development professional, or another member of the Department of State or U.S. Agency for International Development.
  • At least three years of experience within a federal agency, Geographic Combatant Command, or service headquarters involving policy development, international agreements, and strategy.
  • At least two years of professional experience or academic coursework in negotiation.
  • Experience negotiating or coordinating memoranda of agreement, memoranda of understanding, or comparable international arrangements.
  • Strong research, assessment, staffing, coordination, and executive-writing skills.
  • The ability to work effectively with senior military leaders, diplomats, international partners, and interagency stakeholders.
  • The ability to work on-site at MacDill Air Force Base and travel to CONUS and OCONUS locations as required.
Nice to Haves
  • Experience supporting international personnel exchange, liaison‑officer, or embassy programs.
  • Experience developing country plans, partnership assessments, or return-on-investment measures.
  • Familiarity with security cooperation, international negotiations, and Combatant Command staffing processes.
  • Experience maintaining databases or trackers for international agreements and staffing actions.
  • Previous experience supporting USSOCOM, a Geographic Combatant Command, a Theater Special Operations Command, or a U.S. embassy.
Clearance

Applicants selected will be subject to a security investigation and must meet eligibility requirements for access to classified information; an active Top Secret clearance with eligibility for Sensitive Compartmented Information access is required.
