Job summary

Lockheed Martin is seeking an experienced International Trade Compliance professional and Empowered Official to support the Sikorsky Line of Business. This role focuses on ITAR/EAR compliance for Army Air Force Systems programs, including Middle East and Asia markets, with attention to aftermarket opportunities.

You will lead export control activities as ECC for aircraft programs, preparing and submitting licenses, agreements, and exemptions while guiding stakeholders on regulatory requirements

Qualifications

  • Empowered Official status or eligible per EXP-110
  • In-depth ITAR and USML/EAR knowledge

In This Role You Will Be Responsible For
  • Performing as the Export Control Coordinator (ECC) and primary point of contact for Aircraft Programs and Aftermarket Programs in Japan, Turkey and Middle East.
  • Preparation, implementation, and modification of export and import license applications, technical assistance agreements, manufacturing license agreements, and exemption or exception usage to support program execution and new business opportunities.
  • Performing Empowered Official duties including license reviews and submittals and provide regulatory guidance and interpretation to stakeholders.
  • Collaborating with various functional stakeholders to define licensing requirements and develop licensing strategy.
  • Providing guidance and ensuring compliance with export authorizations.
  • Conducting compliance activities such as ITC training for program teams on the scope of export licenses and interpretation of provisos.
  • Reviewing and approving requests for the export of hardware, data, and defense services.
  • Reviewing EEI filings for accuracy, reconciling licenses, reviewing and approving Visit requests, reviewing documentation for Export Controlled Information.

Plans and coordinates export and import authorization strategy to support international business pursuits to ensure compliance with government regulations and company policies and procedures. Develops and executes plan to obtain various types of export/import authorizations, including licenses, agreements, permits and applicable exemptions or exceptions for export or import of goods, technology, information and services. Maintains oversight and manages compliance with export/import authorizations. Researches and resolves customer, subcontractor, and supplier trade compliance requirements or concerns. Interfaces with internal and external import/export organizations worldwide. Negotiates with foreign customers to develop handling agreements. Establishes and maintains relationships with government licensing authorities and technology release decision makers to ensure that the company's position is conveyed and understood. Supports review of jurisdiction and classification of hardware, software and technical data. Establishes requirements and provides guidance for license application development. Monitors and provides support for license applications. Develops and conducts training and manages licensing and compliance actions.

Basic Qualifications
  • Empowered Official or meet the criteria in EXP-110 to be appointed as an Empowered Official
  • In-depth knowledge of the International Traffic in Arms Regulations (ITAR) and USML categories and the Export Administration Regulations (EAR), Commerce Control List ECCNs
  • In depth knowledge of FMS and DCS contracts and ITAR exemptions/EAR exceptions
  • Knowledge of export/import processes
  • Ability to communicate (written/oral) effectively to collaborate with stakeholders
  • Ability to develop strategies to mitigate risk and enforce compliance with applicable laws and regulations
  • Detailed knowledge of, and ability to research, interpret and apply complex government regulations such as the Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), Office of Foreign Assets Control (OFAC), Customs and Border Protections (CBP)
  • Working knowledge of Incoterms
  • Ability to manage high-volume and multi-task activities within assigned time constraints
  • Working knowledge of Program Management Process, Contract Process and Subcontracting Process

Pay Information

Full-Time Salary Range: $123400.00 - $229200.00
