Job summary

Opus People Solutions Ltd is seeking an experienced Procurement Governance Manager for a fully remote interim role. The contract runs to 31 March 2027 with a daily rate of £500 outside IR35. No office attendance is required, though some colleagues may opt to work from the office on Wednesdays.

The successful candidate will lead procurement governance development and implementation, ensuring PA23 compliance and best practice across the organisation.

Qualifications

• Significant local authority procurement experience.
• Strong knowledge of the Procurement Act 2023 (PA23).
• Experience developing procurement policies, procedures and governance frameworks.
• Background in procurement compliance, assurance, contract management or commercial governance.
• Strong stakeholder engagement and influencing skills.

• Ensuring compliance with legislative and internal transparency requirements.
• Developing and maintaining procurement governance frameworks, policies and procedures.
• Producing procurement and contract management guidance and template documentation.
• Delivering training and support to stakeholders involved in procurement and contract management activities.
• Embedding robust governance, compliance and assurance processes.
• Supporting continuous improvement across procurement and commercial services.
• Translating procurement legislation into practical processes and controls.

£500 per day | Outside IR35 | Fully Remote | Contract to 31 March 2027

Daniel Harrington and I are working with a local authority client to appoint an experienced Procurement Governance Manager on an interim basis.

This is a fully remote opportunity, offering £500 per day Outside IR35, with a contract running until 31 March 2027. There is no requirement to attend the office, although team members who wish to do so typically work from the office on Wednesdays.

The Opportunity

This role requires a hands-on procurement professional who can step into a dynamic environment and make an immediate impact. The successful candidate will lead the development and implementation of procurement governance arrangements, ensuring compliance with the Procurement Act 2023 (PA23) and supporting best practice across the organisation.
