Qualifications

  • Master's degree in Social Work, Counseling, Psychology, or related behavioral health field.
  • Active, unrestricted Illinois LCSW or LCPC license in good standing.
  • Minimum of 5 years of behavioral health clinical experience.
  • At least 2 years of clinical supervision or program leadership experience.
  • Strong understanding of substance use disorder treatment and evidence-based practices.
  • Knowledge of ASAM Criteria and structured levels of care.
  • Experience supervising multidisciplinary clinical teams.
  • Strong clinical documentation and compliance knowledge.
  • Ability to work collaboratively with organizational and medical leadership.
  • Comfortable working as an independent contractor in an interim leadership capacity.

Responsibilities

  • During Pre-Opening & Licensure: Support licensure readiness and program launch.
  • Review and assist with development of clinical policies, procedures, and workflows.
  • Support implementation of ASAM-based programming for Outpatient, IOP, and PHP.
  • Assist with development of clinical staffing and supervision structures.
  • Review clinical documentation, treatment planning, and quality standards.
  • Participate in licensing-readiness meetings, interviews, and surveys.
  • Collaborate with leadership to ensure clinical operations are launch-ready.
  • Following Program Launch: Provide clinical leadership and oversight of services.
  • Supervise clinical supervisors and therapy teams.
  • Oversee treatment planning, documentation, and clinical decision-making.
  • Monitor documentation quality and timeliness.
  • Support crisis management and complex clinical situations.
  • Promote interdisciplinary collaboration across teams.
  • Monitor outcomes and quality-improvement initiatives.
  • Support regulatory and accreditation compliance.

Job Description

Illinois Counseling Centers, LLC is a behavioral health treatment provider based in Hoffman Estates, Illinois. The organization is preparing to launch outpatient substance use disorder treatment services, including Outpatient, Intensive Outpatient (IOP), and Partial Hospitalization (PHP)programming for adult and adolescent populations.

The Opportunity

Illinois Counseling Centers is seeking an experienced Interim Clinical Directorto support the clinical development, licensing readiness, and launch of its new treatment programs.

During the pre-opening phase, the Interim Clinical Director will work with organizational leadership to establish clinical operations, prepare for Illinois Department of Human Services – Division of Behavioral Health and Recovery (IDHS-DBHR) licensure, and ensure clinical programming is aligned with applicable Part 2060 and ASAM requirements. The state's application specifically requires professional staff to support administration of the licensed services.

Following program launch, the Interim Clinical Director will transition into a more active clinical leadership capacity, overseeing clinical quality, supervision, documentation, and day-to-day clinical operations while the organization's permanent leadership structure is finalized.

This is a1099 independent contractor engagementwith the potential to continue beyond the interim period.

What You'll Do

During Pre-Opening & Licensure

  • Support clinical readiness for IDHS-DBHR licensure and program launch
  • Review and assist with development of clinical policies, procedures, and workflows
  • Support implementation of ASAM-based programming for Outpatient, IOP, and PHP levels of care
  • Assist with development of clinical staffing and supervision structures
  • Review clinical documentation, treatment planning, and quality standards
  • Participate in licensing-readiness meetings, interviews, and surveys as appropriate
  • Collaborate with organizational and medical leadership to ensure clinical operations are prepared for launch

IDHS may interview applicants regarding their practical implementation of Part 2060 requirements and specifically recommends participation by clinical or intervention staff during that process.

Following Program Launch

  • Provide clinical leadership and oversight of treatment services
  • Supervise clinical supervisors and therapy teams
  • Oversee treatment planning, clinical documentation, and clinical decision-making
  • Monitor documentation for accuracy, quality, and timeliness
  • Support crisis management and complex clinical situations
  • Promote interdisciplinary collaboration among clinical, medical, and administrative teams
  • Monitor clinical outcomes and quality-improvement initiatives
  • Support ongoing regulatory and accreditation compliance
  • Provide leadership continuity while the permanent clinical leadership structure is finalized

  • Experience participating in regulatory or accreditation surveys
Compensation & Engagement Structure

$1,750-$2,500 monthly consulting retainer, commensurate with experience, qualifications, and anticipated scope of involvement. The engagement is expected to require a limited monthly time commitment during the pre-opening phase, with flexibility based on licensure-readiness activities and regulatory needs.

Following Program Launch: The scope, anticipated time commitment, and compensation structure will be reevaluated following licensure and program launch based on the organization’s clinical leadership and operational needs. There may be an opportunity for the successful candidate to continue in an expanded Clinical Director capacity.
