The organization is seeking a Program Supervisor – Outpatient Services to provide clinical leadership, staff supervision, and operational oversight for multidisciplinary teams delivering outpatient substance use disorder services. The Program Supervisor will support assessment, outpatient and intensive outpatient programming, medication-assisted recovery coordination, and recovery support services while ensuring timely access to high-quality, evidence-based, person-centered care.

This role is ideal for an experienced behavioral health professional with a strong foundation in substance use treatment, clinical supervision, regulatory compliance, and program operations. The Program Supervisor will partner closely with internal teams, referral sources, healthcare providers, community organizations, and other stakeholders to strengthen continuity of care, improve client engagement and outcomes, and advance the organization’s mission of serving individuals and families across Chicago.

JOB DUTIES
  • Provide day-to-day leadership, clinical guidance, supervision, and administrative oversight for outpatient clinical and support staff.
  • Conduct regular individual supervision, team meetings, coaching sessions, and performance evaluations in accordance with organizational and regulatory requirements.
  • Support recruitment, interviewing, onboarding, employee engagement, professional development, corrective action, and performance management recommendations.
  • Promote a culture of accountability, collaboration, trauma-informed care, cultural humility, ethical practice, and continuous quality improvement.
  • Oversee the delivery of evidence-based, person-centered substance use disorder treatment consistent with ASAM criteria and organizational standards.
  • Ensure timely completion of screenings, comprehensive assessments, ASAM multidimensional assessments, treatment plans, continued-stay reviews, transfers, and discharge planning.
  • Facilitate multidisciplinary case consultations and provide guidance on complex client needs, behavioral health concerns, barriers to care, and treatment planning.
  • Monitor client engagement and retention efforts, including outreach and follow-up related to missed appointments, care transitions, and barriers affecting treatment participation.
  • Coordinate care with internal programs, medication-assisted recovery services, primary care, mental health providers, hospitals, criminal justice partners, child welfare agencies, and community-based organizations.
  • Ensure compliance with applicable federal, state, local, licensing, funding, and accreditation requirements, including Illinois Rule 2060, 42 CFR Part 2, HIPAA, Medicaid, and CCBHC standards.
  • Conduct routine documentation and chart reviews to verify medical necessity, billing accuracy, documentation quality, timely completion, and audit readiness.
  • Monitor service authorizations, productivity expectations, documentation timeliness, caseloads, scheduling, staffing coverage, and overall service delivery standards.
  • Oversee daily program operations, including workflow management, caseload distribution, staffing needs, scheduling, and coordination across outpatient services.
  • Track and analyze key performance indicators such as admissions, engagement, retention, successful treatment completion, productivity, client satisfaction, and quality outcomes.
  • Lead and support performance-improvement initiatives designed to strengthen clinical outcomes, operational efficiency, client experience, and access to care.
  • Develop and maintain collaborative relationships with hospitals, healthcare providers, managed care organizations, courts, probation, child welfare agencies, referral partners, and community organizations.
  • Represent outpatient services in community meetings, interdisciplinary staffing, outreach activities, organizational committees, and collaborative initiatives.
  • Prepare reports related to program performance, staffing, compliance, productivity, quality indicators, and operational needs.
  • Assist leadership with budgeting, staffing projections, operational planning, implementation of strategic initiatives, and the rollout of new policies or evidence-based practices.
  • Maintain required professional credentials, continuing education, and competency in motivational interviewing, trauma-informed care, co-occurring disorders, recovery-oriented systems of care, and ASAM criteria.
  • Perform additional duties as assigned in support of the organization’s mission and operational needs.
QUALIFICATIONS
  • Bachelor’s degree in Social Work, Counseling, Psychology, Human Services, or a related field required.
  • Current Certified Alcohol and Drug Counselor (CADC) credential in good standing required.
  • Minimum of three years of experience in a clinical substance use disorder or behavioral health setting required.
  • At least one year of clinical supervision, team leadership, or program oversight experience preferred.
  • Demonstrated knowledge of substance use disorder treatment, ASAM criteria, co-occurring disorders, trauma-informed care, motivational interviewing, and recovery-oriented services.
  • Working knowledge of Illinois Rule 2060, HIPAA, 42 CFR Part 2, Medicaid documentation and billing requirements, and applicable accreditation standards.
  • Strong clinical judgment, communication, coaching, organizational, critical-thinking, and problem-solving skills.
  • Ability to manage multiple priorities, support complex cases, and maintain accountability in a fast-paced, multidisciplinary environment.
  • Experience reviewing clinical documentation, monitoring productivity and outcomes, and supporting quality assurance or compliance activities.
  • Proficiency with electronic health records and Microsoft Office applications.
  • Ability to communicate effectively with clients, staff, families, healthcare providers, referral sources, community agencies, and other stakeholders.
