Responsible for day to day contract administration including all acquisition processes including design, and construction for the Resident Office in support of the Military and Civil Works Programs.
Serve as an Administrative Contracting Officer, directing work changes to include negotiating and resolving contract modifications not to exceed $500,000 as outlined in the letter of delegation as issued by the Contracting Officer.
Direct and oversee studies required for field changes and contract modifications including the preparation of sketches and cost estimates; determines effect on construction schedule, and other data required in the preparation of change orders.
Plan and recommend all appropriate inspection and testing to ensure that all construction performed under surveillance is accomplished in accordance with contract plans and specifications.

Specialized Experience: One year of specialized experience which includes administering construction contracts by reviewing plans and specifications for compliance; monitoring construction projects to ensure adherence to safety and quality control standards; managing contract modifications and reviewing contractor payment requests; and providing technical guidance on construction operational problems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12) Note: Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
