Position Overview/Duties
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service. Veterans\' preference does not apply to this announcement.

Requirements
In addition to meeting the basic requirements above, to qualify for this position you must also meet the qualification requirements listed below:
One year of specialized experience that demonstrates the ability to manage, supervise, and administer complex construction projects and field office operations. Specialized experience includes: (1) directing construction management activities as a lead field manager or key project delivery team member for diverse construction projects (e.g., civil works, military construction, or environmental remediation); (2) overseeing and implementing comprehensive quality assurance and quality control (QA/QC) programs, including reviewing technical submittals, conducting complex inspections, and recommending final acceptance of work; (3) interpreting contract documents, analyzing progress schedules, and resolving technical engineering and construction conflicts to prevent project delays; and/or (4) supervising or leading a multi-disciplinary team, coordinating resources, and facilitating communications between contractors, stakeholders, and regulatory agencies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
