Job summary

Air Force Civilian Service seeks an Intelligence Specialist (GG-0132-13) to perform as a Digital Network Exploitation Analyst at Joint Base San Antonio–Lackland, TX. The role requires senior analytic authority on cyber mission forces and propagation of intelligence products to support national security decisions. The position is DCIPS, with 1-year probation or 2-year trial depending on appointment type.

U.S. citizenship and TS/SCI clearance are required.

The Air Force Civilian Service (AFCS) is looking for a full time Intelligence Specialist (GG-0132-13), to perform as Digital Network Exploitation Analyst, working at the 390th Cyberspace Operations Squadron (COS), Joint Base San Antonio – Lackland Air Force Base, San Antonio, Texas

This position is a Defense Civilian Intelligence Personnel System (DCIPS) position aligned under authorities of Section 1601, Chapter 83 of Title 10, United States Code and DoD Instruction 1400.25-V2007.

Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.

Salary ($108,001 - $140,430) based on experience.

Relocation expenses may be paid.

This position can close at any time.

Qualifications/Requirements

In this position you will serve as a senior technical and analytic authority for US Cyber Command’s (USCYBERCOM) Cyber Mission Forces analysis and reporting of foreign computer exploitation capabilities directed against the United States. You will conduct advanced analysis of collection and open-source data to ensure target continuity, to profile targets and their activities and develop techniques to gain more target information. Produces formal and informal reports, briefings, and perspectives of the behavior of adversaries against target systems, technologies, operations, and missions to reflect accurate and timely information that provides the situational awareness necessary to combatant commanders to successfully plan and conduct future operations. The team employs all-source intelligence to identify, analyze, and report threats in support of USCYBERCOM and NSA/CSS Texas Network operations.

This position is designated as a Drug Test Designated Position.

Must be able to obtain and maintain a current “Top Secret” Security clearance with eligibility to gain access to Sensitive Compartmented Information (SCI).

Incumbent may be subject to polygraph testing as an inherent primary requirement of their position and must be able to meet NSA personnel security requirements as outlined in current policy.

Must be able to obtain and maintain access to NSA/CSS Texas facilities.

Position is highly technical and requires incumbent to complete training requirements and maintain job qualification as identified by USCYBERCOMMAND according to their work role.

Must have at least a bachelor’s degree OR equivalent experience in an intelligence-related or professional/scientific related field.

Previous work experience in cyber and/or intelligence operations

Completion of the Joint Cyber Analysis Course (JCAC)

  • Extensive knowledge of the full range of USCYBERCOM, NSA/CSS, and allied military DNI and CNO disciplines, methodologies, exploitation methods, techniques, and practices, and plans using multi-source intelligence information to capture and report intelligence information in a usable form that directly or indirectly affects national security; interprets policy and commits resources impacting CNO.
  • Extensive knowledge of technology related to computers and digital networks, computer networking; ability to train others in this technology is required. Extensive knowledge of the technology of NSA/CSS Texas operational systems capabilities, limitations, associated resources, and tasking, as well as a comprehensive knowledge of the NSA/CSS Texas target AOR is required.
  • Extensive knowledge of the national intelligence community, Joint, DoD structure, organizations, mission/functions, interrelationships, and operations.
  • Skill in conducting unbiased complex research, identifying appropriate available systems/data sources, and producing processing and exploitation requirement assessments that answer specific tasks to link and leverage agency capabilities in support of consumers, customers, and clients.
  • Skill in communicating effectively with others both orally and in writing, in working out solutions to problems or questions related to the work, writing clear and concise intelligence products, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes.
  • Ability to maintain control of classified material, quickly assimilate disparate data, render knowledgeable and accurate assessments of the implication of such data, and make decisions, estimates, and recommendations under conditions of urgency and pressure based on mature judgment and experience and present and/or defend a position effectively.
  • Ability to plan, organize, and prioritize work to meet changing deadlines, to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.
