Job Title: Integration Developer – CJIS / Oracle Public Safety
Location: Remote (USA)
Position Type: Contract (Initial 6 Months, potential extension up to 2+ years)
Clearance / Eligibility: U.S. Citizenship Required (Must be eligible for CJIS clearance )
Priority: Candidates with direct hands‑on experience handling Criminal Justice Information Services (CJIS) data integrations and law enforcement systems will receive immediate priority.
Position Overview
We are seeking a senior Integration Developer to join our team supporting Oracle Public Safety solutions. In this role, you will be responsible for designing, developing, and deploying mission‑critical data integrations connecting computer‑aided dispatch (CAD), records management systems (RMS), jail management systems (JMS), and external state/federal law enforcement repositories.
Because this role directly impacts public safety agencies, deep practical knowledge of CJIS Security Policy compliance, secure data handling (FIPS‑validated encryption, auditing, access control), and enterprise integration architecture is essential.
Key Responsibilities
- Integration Architecture & Development: Design, build, and maintain real‑time and batch API/middleware interfaces connecting Oracle Public Safety modules (CAD, RMS, JMS) with third‑party, state, and federal law enforcement databases.
- CJIS Compliance & Data Security: Ensure all developed integrations strictly enforce the FBI CJIS Security Policy—including data‑in‑transit/at‑rest encryption standards, multi‑factor authentication (MFA) handoffs, role‑based access control, and complete audit logging.
- Standards & Protocols: Develop interfaces leveraging public safety data exchange standards (such as NIEM/GJXDM, XML, JSON, RESTful web services, and SOAP).
- Testing & Deployment: Build end‑to‑end unit, integration, and security test suites; support agency‑level User Acceptance Testing (UAT) and interface validation across deployment environments.
- Technical Documentation: Author technical interface control documents (ICDs), data flow diagrams, API schemas, and deployment playbooks conforming to public sector audit guidelines.
- Cross‑Functional Collaboration: Partner with Oracle solution architects, agency technical liaisons, project managers, and security leads to troubleshoot integration blockers and ensure uptime for critical public safety systems.
Required Qualifications & Experience
- Citizenship & Security: Active U.S. Citizenship is strictly required due to federal/state statutory requirements governing access to CJIS data. Must successfully pass a state and FBI fingerprint‑based background check.
- Public Safety / CJIS Experience:
- Direct experience developing or maintaining software/integrations handling Criminal Justice Information (CJI).
- Working familiarity with the FBI CJIS Security Policy standards (auditing, encryption, identity verification).
- Familiarity with law enforcement workflows (CAD dispatching, RMS case reporting, booking/JMS, or NCIC/state message switches).
- Integration & Development Expertise:
- 4+ years of hands‑on integration engineering experience utilizing middleware / iPaaS technologies (e.g., Oracle Integration Cloud / OIC, MuleSoft, Apache Camel, or native cloud services).
- Strong programming proficiency with Java, Python, C#, or Node.js.
- Deep experience building and consuming secure RESTful APIs, WebSockets, and SOAP/XML web services.
- Strong SQL skills and database experience (Oracle Database, PostgreSQL, or SQL Server).
- Cloud & Security Infrastructure:
- Hands‑on experience working in cloud environments (Oracle Cloud Infrastructure / OCI, AWS GovCloud, or Azure Government).
- Knowledge of TLS/mTLS, FIPS 140 encryption standards, API gateways, and OAuth 2.0 / SAML authentication.
Preferred Qualifications
- Prior direct experience implementing or interfacing with the Oracle Public Safety Suite (CAD, RMS, Mobile, JMS).
- Experience with NIEM (National Information Exchange Model) or GJXDM standards.
- Experience interfacing with state law enforcement switches (e.g., Nlets, TLETS, CLETS) or NCIC.
- Familiarity with Oracle Cloud Infrastructure (OCI) services and OIC (Oracle Integration Cloud).
