Job summary

Thrive Support Services, Inc. Living Services programs seek a proactive Program Manager to lead ILS and SLS in the East Bay region. You will supervise staff, ensure compliant service delivery, and manage budgeting across two service lines to support independence for adults with IDD.

You will collaborate with Regional Centers, families, and providers to enhance person-centered supports, EVV compliance, and program growth while maintaining a strong commitment to quality and safety.

Qualifications

• Bachelor's degree in human services, psychology, social work, education, or related field.
• Master's degree preferred; equivalent combination may be considered.
• Minimum 3 years of experience with adults with IDD; 2 years administrative or supervisory experience preferred.
• Experience in ILS/SLS or Regional Center services strongly preferred.
• Ability to coordinate complex services across two program lines and maintain regulatory compliance.

Responsibilities

• Lead day-to-day operations of ILS and SLS as a single department with unified standards.
• Ensure compliance with policy, EVV, vendorization, and state/federal regulations.
• Develop and oversee ISPs and client training aligned with person-centered planning.
• Schedule services with appropriate staff ratios and manage coverage for on-call needs.
• Monitor staff performance, provide supervision, and drive quality assurance across both programs.
• Coordinate with Regional Centers, healthcare providers, families, and community agencies.
