Position Title: Instructional Technology & E-Rate Coordinator (Part-Time) FLSA Status: Non Exempt

POSITION PURPOSE
The Instructional Technology & E-Rate Coordinator provides leadership and expertise in assisting the district with the planning, coordination, oversight, evaluation, and continuous improvement of instructional technology and E-Rate eligible technology services. Working collaboratively with the Director of Technology, district administration, instructional leaders, and the Business Office, this position helps ensure that technology resources support high-quality teaching and learning while remaining fiscally responsible and compliant with all applicable federal, state, and district requirements.
This position serves as the district's resource for the evaluation, selection, implementation, and integration of instructional technology to enhance student learning, strengthen instructional practices, and support district curriculum goals. The coordinator collaborates with administrators and educators to identify instructional technology needs, evaluate emerging technologies, and recommend cost-effective solutions that improve educational outcomes.
In addition, the position provides leadership in the administration of the federal E-Rate program by coordinating planning activities, maintaining required documentation, ensuring regulatory compliance, maximizing reimbursement opportunities, and promoting responsible stewardship of district technology resources.
This position serves in an advisory, planning, and oversight capacity and is not responsible for the day-to‑day operation, maintenance, or technical support of district technology systems.
This position will be no more than 15 hours a month.
QUALIFICATIONS/EXPERIENCE/TRAINING/LICENSES
ESSENTIAL DUTIES & RESPONSIBILITIES
Protect the confidential nature of information concerning instructional technology initiatives, technology programs, purchasing, contracts, E-Rate documentation, and district communications while adhering to professional ethics.
Collaborate with the Director of Technology, district administration, instructional leaders, the Business Office, and staff to support district technology planning and instructional technology initiatives.
Assist with the evaluation, selection, implementation, and integration of instructional technology resources, digital learning platforms, educational software, and instructional applications.
Collaborate with teachers and administrators to identify instructional technology needs and recommend solutions that enhance teaching effectiveness, student engagement, and academic achievement.
Evaluate emerging instructional technologies and provide recommendations regarding instructional effectiveness, accessibility, compatibility, sustainability, and cost effectiveness.
Support district instructional technology initiatives that align with curriculum, instructional best practices, district strategic goals, and state standards.
Assist with the development, implementation, and periodic review of the district's instructional technology plan.
Identify professional learning needs related to instructional technology and collaborate with district leadership in planning technology‑related professional development opportunities.
Work collaboratively with curriculum leaders and instructional staff to promote the effective integration of technology into classroom instruction.
Coordinate E‑Rate planning activities, applications, competitive bidding requirements, documentation, compliance activities, and reimbursement requests.
Review technology invoices and billing statements to verify accuracy, contract compliance, eligibility, and proper authorization.
Monitor recurring technology expenditures and recommend corrections when discrepancies, duplicate services, billing errors, or unnecessary expenditures are identified.
Conduct periodic reviews of technology services, contracts, telecommunications, Internet services, software subscriptions, cloud services, and related expenditures to ensure district resources are utilized efficiently and effectively.
Review technology purchases to ensure alignment with district instructional priorities, technology plans, budget objectives, procurement requirements, and E‑Rate eligibility.
Identify opportunities for cost savings through vendor negotiations, service consolidation, purchasing strategies, contract renewals, and E‑Rate funding opportunities.
Maintain documentation required for E‑Rate compliance, audits, reimbursement, and federal record retention requirements.
Prepare documentation and assist with responses to Program Integrity Assurance (PIA) reviews, audits, and other federal inquiries.
Review E‑Rate funding commitment decisions, reimbursement requests, and supporting documentation for completeness and accuracy.
Review Requests for Proposals (RFPs), vendor proposals, contracts, service agreements, and renewals to ensure they support district instructional priorities and comply with procurement and E‑Rate requirements.
Monitor technology contract renewal timelines and notify the Director of Technology regarding upcoming renewals, competitive bidding requirements, and cost‑effective alternatives.
Review technology inventories, instructional technology resources, software licensing, subscriptions, and recurring services to help ensure accurate records and efficient utilization of district resources.
Assist in determining district instructional and operational technology needs and recommend sustainable, cost‑effective technology solutions.
Assist with budget preparation related to instructional technology, telecommunications, networking, Internet services, software licensing, and E‑Rate eligible services.
Coordinate with vendors, consultants, Area Education Agencies, service providers, district staff, and the Business Office to resolve technology, purchasing, billing, and contract issues.
Monitor vendor performance and recommend improvements to service quality, purchasing practices, contract terms, and technology resources.
Provide recommendations regarding technology lifecycle planning, including replacement schedules for networking equipment, instructional technology devices, telecommunications systems, and other eligible technology resources.
Maintain current knowledge of instructional technology best practices, educational technology trends, digital learning resources, E‑Rate regulations, cybersecurity awareness, and technology funding opportunities, and communicate relevant information to district leadership.
Prepare reports, analyses, and recommendations regarding instructional technology initiatives, technology expenditures, E‑Rate funding, contract compliance, purchasing efficiencies, and cost‑saving opportunities.
Provide the Director of Technology with an annual report summarizing instructional technology initiatives, E‑Rate activities, technology contract reviews, compliance efforts, funding opportunities, and recommendations to support future planning and budgeting.
Provide consultation to district leadership regarding instructional technology planning, technology purchases, contract administration, technology funding opportunities, and E‑Rate eligible expenditures.
Perform other duties as assigned or required by law.
