Job description

JSI invites you to join our team as an Instructional Designer/LMS Specialist on our Regulatory Affairs team, where you'll play a critical role in advancing broadband and telecommunications initiatives that expand connectivity and drive digital inclusion—while advancing your career within a mission-driven, growth-focused organization.

About the Company:

JSI is a leading full-service consulting firm specializing in broadband solutions. For over 60 years, we have provided independent communications service providers with expert financial, engineering, management, operational, regulatory, and strategic guidance. Our extensive industry knowledge and proven track record of success have empowered clients to achieve sustainable growth and profitability. With over 750 clients nationwide and a powerful presence in markets like Georgia, Texas, Maryland, and Alaska, JSI empowers rural and regional broadband providers to expand, evolve, and excel in a rapidly shifting digital world.

Position Overview:

Are you a creative instructional designer who loves turning technical, complex material into learning experiences people want to complete? JSI is seeking an Instructional Designer/LMS Specialist to shape how our Regulatory Affairs team educates and engages clients—leading the design of training content, owning our learning platform, and supporting live client-facing events like webinars.

This is fundamentally a content and design role, grounded in the craft of instructional design: structuring information thoughtfully, designing for engagement, and building experiences that make complex subject matter approachable. You'll bring that same design sensibility to our learning platform (JSI University) and to the live webinars we deliver to clients, helping both evolve into more polished, professional experiences.

The ideal candidate has strong instructional design instincts, is comfortable picking up new tools and platforms quickly, and thrives in a role where priorities shift and new needs emerge regularly. Regulatory subject matter expertise is not required—curiosity, creativity, adaptability, and strong design fundamentals matter far more.

As the role matures, it will expand to include broader training strategy, process improvement, and cross-functional support, but instructional design will remain the core of the position.

Responsibilities:
  • Instructional Design & Course Development: Lead the design and development of client-facing training, shaping how technical and regulatory content is structured, presented, and experienced. Apply sound instructional design principles to build self-paced courses that are clear, engaging, and effective for a range of learners.
  • Learning Platform Ownership: Own JSI University as the delivery vehicle for the training you build—managing publishing, learner tracking, and day-to-day administration—while continuing to look for ways the platform and the overall learning experience can improve.
  • Process Improvement: Manage and prioritize a diverse and evolving set of projects and tasks supporting regulatory and operational delivery. Adapt quickly to shifting priorities, new tools, and emerging needs while ensuring deliverables are completed accurately and on time through strong organization, attention to detail, and disciplined execution.
  • Webinar & Live Event Support: Support the planning and execution of client-facing webinars, including technical setup, troubleshooting, and quality control during live sessions. Help evolve our webinar program over time, bringing the same attention to engagement and polish that you apply to self-paced courses.
  • Adaptable Project & Priority Management: Manage a diverse and shifting set of projects and tasks in support of the broader Regulatory Affairs team. Comfortably move between priorities, pick up new tools or requests as they arise, and jump in wherever support is needed—maintaining strong organization and follow-through even as the work evolves.
  • Content Strategy & Continuous Improvement: Partner with subject matter experts to identify training needs and priorities and use learner feedback and engagement data to refine existing content over time. This role supports content and engagement but does not carry sales targets or revenue accountability.
  • Team Communication and Collaboration: Maintain clear, timely communication with internal teams and clients. Participate actively in team meetings, contribute creative ideas, and take initiative in shaping how training and client communication is delivered.
Qualifications
Required:
  • Demonstrated experience in instructional design, e-learning development, or a closely related field—whether through professional roles, academic coursework, or a strong portfolio of self-directed projects.
  • Experience with course-authoring tools (Articulate 360, Adobe Captivate, Camtasia, or similar); Articulate 360 experience strongly preferred.
  • Strong instinct for visual and content design—able to look at a dense slide deck or document and reimagine it as something clear, well-organized, and genuinely engaging.
  • Comfort working with or willingness to learn a Learning Management System (LMS) and webinar/live-event software; prior experience with either is a plus but not required.
  • Ability to write clear, concise instructional content, including scripts, on-screen text, knowledge checks, and supporting documentation (SOPs, quick reference guides).
  • Demonstrated ability to manage shifting priorities and a varied workload—comfortable jumping between projects, learning new tools quickly, and adapting as needs evolve.
  • Strong organizational and time management skills, with the ability to manage multiple projects at once in a high-volume environment.
  • Exceptional attention to detail and strong written communication skills.
  • A bachelor's degree in instructional design, education, communications, or a related field is helpful but not required; a strong portfolio or relevant project experience is equally valued.
  • Telecommunications or regulatory experience is not required; ability to quickly learn and translate unfamiliar technical/regulatory material into accessible content is more important.
Preferred:
  • A portfolio demonstrating prior e-learning or interactive course design work (academic, professional, or personal projects welcome).
  • Experience with graphic design or multimedia tools (Adobe Creative Suite, Canva, Vyond, or similar) to support visual course development.
  • Familiarity with adult learning principles and instructional design frameworks (e.g., ADDIE, SAM).
  • Experience with AI-enabled tools or automation for content creation, quality control, or documentation.
  • Proficiency with Microsoft Office (Word, Excel, Outlook, Teams), Monday.com, Smartsheets, and Adobe Acrobat.
  • Experience building or prototyping a small application, automation, or integration (e.g., scripting, APIs, no/low-code tools), demonstrating a builder mindset.
Benefits & Compensation
  • Competitive salary + performance-based bonuses.
  • Generous PTO and wellness opportunities.
  • Ongoing professional development and educational opportunities.
