Description

The Inpatient Program Manager provides overall leadership and day-to-day oversight of a behavioral health and substance use treatment facility. This position is responsible for ensuring safe, effective, compliant, and efficient facility operations while maintaining a strong focus on quality of care, staff accountability, client experience, census, and program performance. The Facility Director serves as the primary on-site leader and works closely with clinical, nursing, medical, admissions, revenue cycle, compliance, and executive leadership.

An active North CarolinaLicensed Clinical Addiction Specialist (LCAS)credential is required.

Essential Duties & Responsibilities
  • Provide day-to-day leadership and oversight of all facility operations.
  • Maintain a consistent leadership presence throughout the facility.
  • Ensure programs operate safely, efficiently, and according to organizational expectations.
  • Identify operational problems and implement corrective actions.
  • Ensure appropriate communication between shifts, departments, and leadership.
  • Conduct regular facility rounds and address environmental, staffing, safety, and client concerns.
  • Coordinate with maintenance and facilities staff regarding repairs and environmental needs.
  • Ensure adequate supplies and resources are available for facility operations.
  • Participate in emergency preparedness and response activities.
Staff Leadership & Accountability
  • Provide direct supervision and leadership to assigned facility managers and staff.
  • Establish clear expectations for attendance, professionalism, communication, productivity, and client care.
  • Participate in interviewing, hiring, onboarding, coaching, corrective action, and performance evaluations.
  • Monitor staffing levels and work with leadership to address vacancies and coverage needs.
  • Hold regular staff and leadership meetings.
  • Address performance concerns promptly and consistently.
  • Promote collaboration between clinical, nursing, medical, administrative, and support teams.
  • Develop emerging leaders and strengthen staff retention and engagement.
Clinical & SUD Program Oversight
  • Utilize LCAS expertise to support the delivery of high-quality substance use disorder services.
  • Ensure services remain consistent with applicable clinical standards, organizational policies, payer requirements, and regulatory expectations.
  • Work closely with clinical leadership to identify and resolve program concerns.
  • Support appropriate clinical documentation and service delivery.
  • Monitor treatment engagement, completion, discharge planning, and continuity of care.
  • Ensure client needs are appropriately escalated to clinical or medical leadership.
  • Support development and implementation of evidence-based and person-centered SUD programming.

The Inpatient Program Manager provides operational and program leadership and does not replace required medical, nursing, or clinical supervision outside the scope of the individual's licensure and assigned responsibilities.

Census, Admissions & Program Growth
  • Monitor daily census, admissions, discharges, referrals, and available capacity.
  • Work closely with Admissions and leadership to reduce unnecessary barriers to admission.
  • Identify trends affecting census and program utilization.
  • Ensure referral inquiries and potential admissions are addressed promptly.
  • Develop relationships with community referral partners.
  • Support organizational growth and expansion initiatives.
  • Monitor referral sources and identify opportunities to strengthen community partnerships.
  • Work with leadership to improve access to treatment and continuity between levels of care.
Quality & Performance Management

Monitor key facility performance indicators, including:

  • Census and occupancy
  • Admissions and discharges
  • Referral conversion
  • AMA and early discharge rates
  • Client incidents
  • Staffing and overtime
  • Employee turnover
  • Documentation completion
  • Client grievances
  • Quality and safety concerns
  • Program productivity
  • Authorization and utilization issues
  • Revenue-impacting operational concerns

Develop corrective action plans when performance falls below expectations and report significant trends to leadership.

Compliance & Regulatory Oversight
  • Ensure facility operations comply with applicable federal and North Carolina requirements.
  • Support compliance with Medicaid, payer, accreditation, and organizational standards.
  • Participate in internal audits and corrective action plans.
  • Support CARF accreditation readiness and ongoing compliance.
  • Ensure required facility logs, inspections, drills, and documentation are maintained.
  • Work with Compliance and Quality leadership to address deficiencies.
  • Ensure incidents, grievances, safety concerns, and other reportable events are escalated appropriately.
  • Maintain readiness for external surveys, audits, and inspections.
Client Experience & Safety
  • Promote a safe, respectful, recovery-oriented environment.
  • Respond appropriately to significant client complaints and grievances.
  • Ensure client rights, confidentiality, dignity, and safety are maintained.
  • Review significant incidents and identify opportunities for prevention and improvement.
  • Promote trauma-informed and person-centered approaches throughout the facility.
  • Maintain clear expectations regarding professional boundaries and staff conduct.
Financial & Resource Management
  • Monitor staffing utilization and overtime.
  • Assist leadership with facility budgets and expense management.
  • Identify unnecessary operational expenses and opportunities for improved efficiency.
  • Monitor operational issues that could negatively affect reimbursement.
  • Work collaboratively with Revenue Cycle and utilization management teams to resolve barriers affecting billing or authorization.
Requirements
Required Qualifications
  • ActiveNorth Carolina Licensed Clinical Addiction Specialist (LCAS)credential in good standing.
  • Bachelor's degree in behavioral health, human services, healthcare administration, business administration, or related field required; master's degree preferred.
  • Minimum of2 years of behavioral health or substance use disorder experience.
  • Previous supervisory, management, or program leadership experience strongly preferred.
  • Knowledge of substance use disorder treatment and behavioral health services.
  • Understanding of confidentiality requirements, including HIPAA.
  • Strong leadership, communication, organizational, and problem-solving skills.
  • Ability to manage multiple departments and competing operational priorities.
Preferred Qualifications
  • Experience in residential treatment, detoxification, facility-based crisis, or other 24-hour behavioral health programs.
  • Experience with North Carolina Medicaid and behavioral health managed care.
  • Experience with CARF accreditation.
  • Experience managing multidisciplinary teams.
  • Knowledge of utilization management, authorization, documentation, and revenue‑cycle processes.
  • Experience developing or expanding behavioral health programs.
  • Previous responsibility for census, staffing, budgets, and operational performance.
