A government services provider is seeking a proactive Innovative Solutions Opportunity Coordinator to support the Advanced Research Projects Agency for Health. Innovative Solutions Opportunity (ISO) Coordinator (Washington, DC)

Valiant Harbor International is seeking a proactive and detail-oriented Innovative Solutions Opportunity (ISO) Coordinator to support the Advanced Research Projects Agency for Health (ARPA-H). The ISO Coordinator is a contract or program support specialist who assists with managing the agency's Innovative Solution Openings (ISOs), which are unique solicitations for high-risk, high-reward health research. They help develop and administer solicitations, manage proposals, coordinate evaluations with technical experts, and liaise with mission offices to support the development and execution of ARPA-H's research projects. The ideal candidate will be someone with strong organizational skills, thrives in environments where they can help turn bold concepts into actionable programs, has an adaptive mindset and a passion for connecting visionary ideas with implementation strategies.

Key Responsibilities:
  • Assist in the development of solicitations, application templates, and related documents.
  • Manage review processes, status, and tracking for technical review of proposals and negotiations; liaise with mission office for cost proposals and technical evaluations.
  • Build strong relationships with stakeholders involved in the program.
  • Communicate orally and in writing complex scientific concepts clearly and concisely to both technical and non-technical audiences.
  • Participate in brainstorming sessions and problem-solving exercises to drive programs forward.
  • Must be capable of tracking metrics effectively and adept at managing multiple parallel projects and tasks simultaneously.
Required Qualifications:
  • Bachelor’s degree from an accredited university or college.
  • At least 1 year experience supporting Defense Advanced Research Projects Agency (DARPA) or related Federal “ARPA” agencies (IARPA, ARPA-E, HSARPA).
  • Experience within management expertise and collaboration within mission offices to ensure effective execution of ARPA-H's objectives.
  • Experience in both strong technical and plain language writing.
  • General knowledge and experience with acquisition awards such as FAR-based contracts, Cooperative Agreements, and Other Transactions (OTs) and knowledge of acquisition documentation requirements.
  • Experience in the development of solicitations, cost estimates, and related documents.
  • Excellent written and oral communication skills.
  • Understanding of biomedical research and development.
  • Highly detail-oriented, organized, and proactive.
  • Ability to work independently and collaboratively as part of a team.
  • Demonstrated ability to conduct independent research, analyze data, and write reports for scientific and public audiences.
  • Experience in using data management and analytics platforms.

Security Clearance Required: Ability to obtain HHS Public Trust.

Work Environment: Remote position; some travel may be required.

Salary Range: Negotiable.
