Infrastructure Maintenance Manager

Job summary

City of Temple is seeking a Transportation Infrastructure Maintenance Manager to lead the Street and Drainage Divisions, directing daily operations, project management, and strategic initiatives. The role oversees budgets, staffing, safety, and policy compliance to ensure efficient municipal infrastructure services.

The candidate will supervise foremen, manage schedules, monitor costs, and coordinate with the Director on long-term planning and key performance indicators.

Qualifications

• Bachelor’s degree in Construction Management, Transportation Management or related field
• Three (3) years of experience in street maintenance and construction work
• Two (2) years of experience in a supervisory role

Responsibilities

• Oversees foreman positions and manages the daily operations of both the Street and Drainage Divisions, including workflow execution, project management, and aiding the Director in establishing strategic goals, long-term planning, and tracking KPIs.
• Monitors and reviews maintenance costs associated with the operation of both divisions.
• Tracks and maintains project schedules and all related documentation.
• Approves requisitions, purchase orders, and work orders.
• Assists the Street and Drainage Director in preparing the annual budget and developing division programs and specifications.
• Ensures that all necessary training is provided and that relevant employee information is updated on the Transportation Career Ladder.
• Coordinates with the Equipment Maintenance and Transport Coordinator to schedule repairs for division vehicles and equipment.
• Administers annual street resurfacing projects and reconstruction programs while inspecting work performed in the field.
• Manages contracts and status reports pertaining to active projects.
• Handles employee disciplinary actions, time and attendance issues, and policy compliance.
• Responds and assists with operations during hazardous weather events and emergencies, such as flooding, snow, and ice, as necessary.
• Interviews and selects applicants for employment.
• Enforces employee adherence to safety policies, manages safety equipment purchases, and ensures proper safety gear usage.
• Writes reports, memos, policies, job descriptions, and work plans.
• Follows City policies, procedures, and safety guidelines
• Performs other duties as assigned

Education

Minimum Qualifications

• Combination of education and experience to a Bachelor’s degree in Construction Management, Transportation Management or related field


• Three (3) years of experience in street maintenance and construction work


• Two (2) years of experience in a supervisory role

Certification and License Requirements

• Class A CDL with air-breaks endorsementor ability to obtain within six (6) months of employment

Preferred Qualifications

• Five (5) years of experience in street maintenance and construction work
