Job summary

Irby Construction Company, a Quanta Services company, seeks a Proposal Coordinator based in Tulsa, OK, to organize, develop, and deliver competitive proposals across transmission, distribution, substation, BESS, and data center construction.

You will work with Estimating, Engineering, Operations, Safety, and Business Development to ensure timely, accurate submissions reflecting Irby’s infrastructure expertise and safety standards.

Qualifications

• Experience coordinating construction or engineering proposals, technical writing, or complex bid submissions.
• Ability to present technical construction information clearly for utility customers.
• Strong writing, editing, and document control skills.

Responsibilities

• Coordinate proposal pursuits from solicitation through submission, defining work plans and milestones.
• Review RFPs, RFQs, bid invitations, specs, diagrams and exhibits for required responses and deadlines.
• Work with estimators, project managers, engineers, and operations to collect approaches, schedules, staffing, and execution details.
• Develop and edit proposal narratives, executive summaries, project profiles, and technical approaches.
• Integrate inputs covering transmission, distribution, substations, data centers, and energy storage projects.
• Lead kickoff meetings and status reviews; track actions and flag missing inputs or risks.
• Maintain controlled proposal files, templates, and cross-divisional materials for reuse.
• Assemble and quality-check submission packages with forms, certifications, and attachments.
• Monitor procurement portals and update pursuit teams on addenda and clarifications.
• Maintain opportunity records and bid outcomes in Salesforce or similar systems.
• Articulate Irby’s differentiators across power delivery and data centers; coordinate with stakeholders.
• Coordinate site walks, pre-bid meetings, and approved customer communications.
• Improve proposal templates and content libraries based on lessons learned.
• Protect confidential bid pricing, drawings, and internal plans; manage overlapping deadlines.
• Provide additional estimating and proposal support as needed.
