Summary

Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Information and Technology. The position will be filled in one of the following locations: Washington DC; Lorton VA; Springfield VA; Ashburn, VA.

Duties

In this Information Technology Specialist position you will become a key team member of Homeland Security professionals involved in supporting business processes with the design, development, programming, testing, implementation, training, and maintenance of CBP automated systems. This position starts at a salary of $101,401.00 (GS-12, Step 1) to $131,826.00 (GS-12, Step 10). GS Salary: Visit this link to view the locality pay tables by geographic area. Typical work assignments include: Evaluating and recommending acquisition, implementation, and dissemination of IT security tools, procedures, and practices that protect information assets. Developing and maintaining program office processes and procedures while assessing policy needs, and developing new policies that govern IT activities. Providing policy guidance to IT management, staff, and customers, as well as define current and future business environments necessary in order to establish metrics in measuring and evaluating systems performance and total cost of ownership.- Identifying and addressing IT workforce planning, management issues, and training. Developing alternative approaches to addressing issues; as well as identifies and recommends solutions, and leads the implementation of management decisions.

Qualifications

This position has an Individual Occupational Requirement. Basic Requirement: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. You qualify for this position if you meet the basic requirement listed above and possess one year of specialized experience as described below. Experience: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Conducting and identifying end-user requirements for software and hardware needed to develop policies and procedures Providing policy guidance to IT management, staff, and customers Identifying and addressing IT workforce planning, management issues, and training Evaluating the impact of changes in business needs on current policy and presenting recommendations to management Establishing metrics that measure and evaluate a systems performance and monitor accomplishments of IT goals NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process by 06/23/2025. In order to be considered for this position, you must complete all required steps in the process. In addition to the application and application questionnaire, this position requires an online assessment. The online assessment measures critical general competencies required to perform the job. The USA Hire Assessments includes a cut score based on the minimum level of required proficiency in these critical general competencies. You must meet or exceed the cut score to be considered. You will not be considered for the position if you score below the cut score or fail to complete the assessment.
