Job summary

InDev is seeking an experienced Information Technology Project Manager (ITPM) to lead federal IT projects supporting DHS ICE. The role entails managing SaaS, PaaS, Data Warehouse, and Data Analytics initiatives from initiation to completion while aligning with ICE governance, SDLC, ITSM, and SLM requirements.

The candidate will partner with Product Owners, Scrum Masters, and SES stakeholders to deliver technology initiatives using Agile and Hybrid methodologies, ensuring high-quality outcomes

Qualifications

• Bachelor’s degree required (Information Systems, Computer Science, or related field).
• 7+ years of experience, including 5+ years on Federal IT projects.
• Experience with Agile and Hybrid project management.
• Experience with Jira, Confluence, SharePoint, and Teams; able to generate executive-level reporting.

InDev is seeking an experienced Information Technology Project Manager (ITPM) to lead federal IT projects supporting DHS ICE. The successful candidate will manage a variety of SaaS, PaaS, Data Warehouse and Data Analytics projects from initiation through completion while ensuring compliance with ICE governance, security, Software Development Life Cycle (SDLC), IT Service Management (ITSM), and Systems Lifecycle Management (SLM) requirements. This role partners with Product Owners, Scrum Masters, technical teams, and Senior Executive Service (SES) Government stakeholders to deliver successful technology initiatives using Agile and Hybrid methodologies.

YOUR FUTURE DUTIES AND RESPONSIBILITIES

• Lead IT projects through the full project lifecycle, developing project plans, schedules, milestones, and resource plans.
• Apply Agile and Hybrid project management methodologies to meet customer and mission objectives.
• Partner with Product Owners, Scrum Masters, and technical teams to prioritize work and manage Jira activities.
• Manage scope, schedule, budget, risks, issues, dependencies, and change requests.
• Provide executive briefings and presentations to Government leadership and C-suite stakeholders.
• Collaborate across Government, contractor, cybersecurity, infrastructure, enterprise architecture, quality assurance, software development, and business organizations.
• Support projects involving SaaS and PaaS platforms and enterprise cloud technologies.
• Ensure compliance with ICE governance processes, SDLC, ITSM, SLM, ATT, ATO, ITSR, and required project documentation.
• Drive quality, resolve resource constraints, and promote continuous improvement.

QUALIFICATIONS

• Bachelor’s degree in Information Systems, Computer Science, or related field.
• 7+ years’ experience, minimum 5 years managing Federal IT projects.
• Experience leading Agile and Hybrid technology projects.
• Experience with at least two of the following technologies: Palantir, ServiceNow, Microsoft Power Apps, data warehouses, and data analytics tools.
• Experience with SDLC, ITSM, SaaS, PaaS, and enterprise cloud environments.
• Experience presenting to executive leadership and C-suite stakeholders.
• Excellent presentation, communication, stakeholder management, and collaboration skills.
• Expert knowledge of Jira and Agile project management best practices, including backlog governance, sprint management, workflow optimization, and executive reporting.
• Experience utilizing Confluence, SharePoint, and Microsoft Teams to enable enterprise collaboration, project documentation, knowledge management, and stakeholder engagement.
• Proven experience functioning as a Scrum Master, coaching Agile teams, facilitating Scrum ceremonies, removing impediments, and driving continuous improvement while supporting successful project delivery.
• Knowledge of Federal or DHS governance processes, including ATT, ATO, ITSR, and SLM.

NICE TO HAVES

• Experience supporting DHS or ICE Programs.
• PMP and/or Agile certification (CSM, PMI-ACP, SAFe).
• Experience with enterprise digital transformation or cloud modernization initiatives.

Clearance: U.S. Citizen; Active DHS Clearance, DoD Top Secret Clearance, or Q-level Clearance.
