Job summary

InDev is seeking a Scrum Master with 10+ years of experience to facilitate Agile software development teams and drive successful delivery of complex technology solutions. The role leads Agile ceremonies, coaches cross-functional teams, and supports DevSecOps and modernization initiatives, ensuring transparent delivery aligned with mission priorities.

Qualifications

• Bachelor’s degree in Business, Information Technology, or a related field.
• 10+ years as a Scrum Master supporting Agile teams, with 5+ years supporting COTS platforms.
• Experience facilitating Scrum ceremonies and coaching teams on Agile practices.
• Experience working with cross-functional teams including product management, development, testing, and security.

Responsibilities

• Facilitate Agile ceremonies (sprint planning, daily standups, backlog refinement, sprint reviews, retrospectives).
• Partner with Product Owners and teams to prioritize and align backlogs with mission objectives.
• Coach teams on Agile principles and continuous improvement.
• Identify and remove impediments affecting delivery and productivity.
• Monitor Agile metrics (velocity, burndown, release readiness) to support predictable delivery.
• Coordinate dependencies across cross-functional teams (development, testing, UI/UX, security, DevSecOps).
• Support release planning and delivery of new features and system updates.
• Promote transparency, communication, and accountability among team members and stakeholders.
• Collaborate with program management to identify risks and resolve issues.
• Foster a culture of continuous improvement, quality, and customer focus.

This role will lead Agile ceremonies, promoting continuous improvement, and helping product teams deliver high-quality enhancements and operational support for related applications. The ideal candidate will have experience coaching cross-functional teams, managing Agile metrics, removing impediments, and fostering collaboration among product owners, developers, testers, designers, and government stakeholders. Working in a fast-paced environment, the Scrum Master will help ensure predictable delivery, transparency, and alignment with mission priorities while supporting DevSecOps and modernization initiatives.

YOUR FUTURE DUTIES AND RESPONSIBILITIES

• Facilitate Agile ceremonies, including sprint planning, daily standups, backlog refinement, sprint reviews, and retrospectives for product teams.
• Partner with Product Owners, Business Analysts, and development teams to ensure product backlogs are prioritized, refined, and aligned with mission and program objectives.
• Coach team members and stakeholders on Agile principles, Scrum practices, and continuous improvement methodologies.
• Identify, track, and remove impediments that may impact team productivity, delivery schedules, or program objectives.
• Monitor team performance and Agile metrics, including velocity, sprint burndown, and release readiness, to support predictable delivery and continuous improvement.
• Coordinate dependencies and collaboration across cross-functional teams, including development, testing, UI/UX, security, and DevSecOps resources.
• Support release planning and delivery activities to ensure successful deployment of new features, enhancements, and system updates.
• Promote transparency, communication, and accountability among team members, stakeholders, and program leadership.
• Collaborate with program management to identify risks, resolve issues, and support successful execution of modernization and operational support activities.
• Foster a culture of continuous improvement, quality, and customer focus across the customer’s application portfolio.

QUALIFICATIONS

• Bachelor’s degree in Business, Information Technology, or a related field.
• 10+ years of experience serving as a Scrum Master supporting Agile software development teams, with 5+ years supporting COTS platforms.
• Demonstrated experience facilitating Scrum ceremonies, including sprint planning, daily standups, backlog refinement, sprint reviews, and retrospectives.
• Experience coaching Agile teams and promoting Agile best practices, continuous improvement, and team accountability.
• Experience working with cross-functional teams supporting software development, testing, DevSecOps, and product management activities.
• Strong understanding of Agile frameworks, Scrum principles, Lean methodologies, and iterative software delivery practices.
• Experience using Agile project management tools such as Jira, Confluence, or similar platforms.
• Ability to identify and remove impediments, manage dependencies, and improve team velocity and delivery performance.
• Strong analytical, organizational, facilitation, and conflict-resolution skills.
• Excellent written and verbal communication skills, with the ability to engage effectively with technical teams, product owners, and government stakeholders.

NICE TO HAVES

• Certified Scrum Master (CSM), Professional Scrum Master (PSM), SAFe Scrum Master (SSM), or similar Agile certification.
• Experience supporting federal agencies, DHS, or CBP programs.
• Experience supporting teams delivering mobile applications, digital services, and/or application modernization initiatives.
• Familiarity with DevSecOps practices, CI/CD pipelines, and cloud-based application environments.

Clearance:

U.S. Citizen; Active DHS clearance or Top Secret DoD Clearance.
