About the Position

The role is proposed to address two persistent challenges facing the Department: (1) the absence of a coherent, enterprise-wide technology architecture across program areas, which contributes to duplicated systems, costly integrations, and slower program delivery; and (2) the need for sustained technical leadership on modernization (cloud, AI, etc.) of systems that support core program operations. The role would consolidate enterprise architecture, technology strategy, and modernization planning under a single accountable leader reporting to the Chief Information Officer.The role is structured to provide strong leadership on technical standards while preserving program division autonomy over program decisions. For matters that affect program-area systems, vendors, or funding, the CTO provides analysis and recommendations to the CIO, who then engages the IT Governance Board, program divisions, and the Executive Director as appropriate.

Preferred Qualifications

Typically requires a Bachelor’s Degree and 10-12+ years of IT experience in multiple functions and IT leadership roles. Agency preferred qualifications:Bachelor’s degree with 10 or more years of enterprise-wide technology experience from a leadership role. This should include a deep understanding across software development, cloud computing, AI, cybersecurity, data analytics, and enterprise architecture.
