Job summary

State of Mississippi Division of Medicaid seeks a Director of IT Services to provide executive IT leadership for enterprise infrastructure, cloud services, and cybersecurity across the Medicaid program. You will oversee major IT operations, governance, and modernization initiatives to support critical state health services.

Reporting to the CIO/CTO, the role emphasizes cloud migration, vendor management, disaster recovery, and high availability.

Qualifications

• 10+ years progressive IT experience with enterprise IT operations and infrastructure.
• 8+ years leadership/management experience supervising technical teams and engineers.
• 2+ years AWS enterprise cloud experience (EC2, S3, IAM, VPC, CloudWatch).
• 2+ years enterprise networking including LAN/WAN, DNS, load balancing, wireless, telecommunications.

Responsibilities

• Provide executive leadership for enterprise cloud services, infrastructure, network, telecom, and IT service desk operations.
• Oversee AWS environments, cloud migration, provisioning, governance, cost optimization, security, and resiliency.
• Manage enterprise LAN/WAN, DNS, load balancing, wireless, firewalls, and telecom.
• Lead incident response, major incident management, root cause analysis, and corrective actions.
• Oversee infrastructure operations including compute, storage, virtualization, backup, monitoring, and disaster recovery.
• Partner with cybersecurity teams on HIPAA, CMS compliance, audits, risk assessments.

Position Overview

The State of Mississippi Division of Medicaid is seeking a Director of IT Services to provide executive‑level IT leadership and operational oversight across enterprise infrastructure, cloud services, network operations, service desk, cybersecurity, vendor management, and technology modernization initiatives. The position reports directly to the CIO/CTO and supports ongoing enterprise IT operations and modernization efforts.

Key Responsibilities

• Provide leadership for enterprise cloud services, infrastructure, network, telecommunications, and IT service desk operations.
• Oversee AWS cloud environments, cloud migration, provisioning, governance, cost optimization, security, and resiliency.
• Manage enterprise LAN/WAN, DNS, load balancing, wireless, firewalls, and telecommunications.
• Lead incident response, major incident management, root cause analysis, and corrective actions.
• Oversee infrastructure operations including compute, storage, virtualization, backup, monitoring, and disaster recovery.
• Partner with cybersecurity teams on HIPAA, CMS, security controls, audits, risk assessments, and compliance.
• Provide executive oversight of vendors, managed service providers, procurement, SOWs, contracts, and vendor performance.
• Establish IT service management and governance processes covering incident, problem, change, configuration, request, and service‑level management.
• Develop SOPs, dashboards, executive reports, service catalogs, and operational documentation.
• Lead technology modernization and technology lifecycle management initiatives.

Required Skills

• 10+ years progressive IT experience with enterprise IT operations and infrastructure.
• 8+ years leadership/management experience supervising technical teams, managers, engineers, and support personnel.
• 2+ years AWS enterprise cloud experience with:
