To serve as one of the primary points of contact via the Department of Information Technology (DoIT) and New Hampshire Employment Security (NHES). Responsible for developing, planning, and implementing information technology solutions and managing daily operations, to include the coordination of related technical resources. To oversee development enhancement and the enforcement of policies to increase system operations. To assist the IT Leader to ensure consistent and efficient project prioritization meets NHES’s business needs.
Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.
Education/Experience: Bachelor's degree and 8 years of experience OR equivalent combination of 12 years of education and experience after completion of high school. Education and experience must be in information technology, data management, or related field; three years of which shall have been in a supervisory or management capacity.
License/Certification: Valid New Hampshire driver's license and have access to transportation for use in statewide travel.

Provides day-to-day supervision of personnel in the Applications Software Division, to include evaluating subordinates using the rules of the Employee Performance Evaluation System. Assists the IT Leader in the hiring of DoIT personnel at NH Employment Security.
Develops and reviews work methods and procedures related to design, development, and implementation of computer systems. Oversees computer hardware/software for projects to ensure that equipment and services acquired are best suited to department strategies and objectives.
Provides day-to-day guidance and works with Data Base Administrations, System Administrators and the Helpdesk staff embedded at NHES.
Maintains knowledge of NHES business practices and compliances with the US Department of Labor (US DOL) and the National Association of State Workforce Agencies (NASWA), including unemployment insurance laws, employment services laws, training programs, employment statistics and labor market guidelines.
Assists the IT Leader with development and support of information systems for the Unemployment Compensation, Employment Service and ELMI Bureaus of NHES.
As required, programs and develops software applications for Unemployment Compensation, Employment Service and ELMI Bureaus of NH Employment Security.
Assigns project schedules and maximizes the utilization of staff resources to accomplish work efficiently and timely. Organizes and leads meetings on agency applications or issues related to agency applications.
Serves as liaison between NHES and DoIT Directors and confers with other states, NHES Commissioner, staff and employers throughout the state solving problems and share information on department regulations, procedures, and policies. Interfaces with and negotiates with third party departments and outside vendors, as needed, on behalf of the systems operation.
Serves as the manager in absence of the IT Lead to ensure continuation of DoIT activities related to information systems at NH Employment Security.
Identifies and coordinates training of systems and programming staff to ensure skills are updated to current levels.
Performs additional duties, possibly in other areas, as needed to support operational requirements, workload demands, and organizational priorities.
