Today, more than 5,000 jobs and nearly $715.5 million in economic activity in Thurston County depend on the Port of Olympia. The Port of Olympia is governed by an elected Commission, which sets policies and strategic direction for the organization. The Commission appoints the Port’s Executive Director, who is responsible for the ongoing management of the Port’s staff, operations, budget, enterprises, and facilities. Learn more about who we are at:portolympia.comThe PositionThis position provides Information Technology (IT) services that support the operations of the Port’s business and administrative units. This position is the primary liaison with the vendor providing IT help desk, equipment, and networking support. Additionally, the IT Manager bridges the gap between the Port’s full IT book of work and the vendor’s scope of work limitations. The IT Manager will be responsible for visioning and drafting the long-range IT strategic plan, enabling the Port to continue to build and upgrade its infrastructure as technology and threats change. This position interacts with all levels of the organization, the commission, and a wide range of vendors, which requires a high level of discretion and independent judgment.
This position is expected to be an onsite position at the Port Administration Office.
The essential duties and responsibilities of this position include, but are not limited to the following:
- Draft, lead, and maintain the IT Strategic Plan.
- Maintain a rolling 5-year plan and brief the Director’s Team quarterly on the status.
- Create and maintain a life cycle program for all IT equipment as defined in the IT Strategic Plan.
- Maintain the vision for ensuring the Port’s IT systems keep up with new technologies and network threats.
- Manage the IT Support Services contract for help desk and support services.
- Collaborate with the Director of Enterprise Services in the creation of an annual IT Capital and Operating Budget, and manage the budget once adopted.
- Serve as the main point of contact and administrator for:
- Laserfiche electronic content management system,
- Mobile device management system,
- Crexendo VOIC phone system,
- Dynamics 365 system,
- Adobe products; and
- Cellular phone management.
- Establish an IT Continuity of Operations Plan (COOP) for the Port that addresses threats to the network and infrastructure and identifies recovery plans.
- Maintain a consolidated Port application and subscription list and centralize the management of licenses.
- Establish and oversee a basic IT governance process.
- Convene and facilitate the IT Team (work group) meetings for the identification of specific needs of the business units.
- Install equipment and integrate IT related equipment that is outside of the service support vendor’s contract scope.
- In coordination with the IT Service Support vendor, set up employee workstations, troubleshoot equipment issues, and provide technical support as needed.
- Provide technical support when needed to troubleshoot issues that arise during commission meetings.
- Coordinate IT equipment turn-in with the Port Surplus Officer.
Minimum Qualifications (Experience / Education)- Bachelor’s degree in information technology, management of information systems, or related field, plus two years of professional experience in IT management; OR an equivalent education/experience of in IT management totaling six plus years.
Experience or familiarity with:
- Knowledge of IT best practices, policies, and regulations.
- A clear understanding of client/server technology and network architecture.
- IT infrastructure life cycle replacement planning.
- Both short and long-term budgeting (1-5 years).
- IT strategic planning and implementation.
- Help desk ticketing and remedy systems (technical support).
- Contract and vendor management.
- Application management for both fixed and mobile assets.
- Troubleshooting strategies.
- Continuity of Operations Plans (COOP).
- Providing briefings to senior management.
Required Knowledge / Skills / AbilitiesTechnical Skills: A strong understanding of IT infrastructure, security, data management, and software development is essential.
Leadership Skills: Ability to lead teams outside of a direct reporting role, mentor staff, and influence organizational direction.
Communication Skills: Customer service and interpersonal skills - Effective communication with both technical and non-technical stakeholders is crucial.
Problem-Solving Skills: Ability to address conflicts, manage risks, and make strategic decisions.
Project Management Skills: Proficiency in managing projects, including organization, planning, time management, and prioritization
