Position Summary:

The Director of IT Project Management provides executive leadership for enterprise information technology projects and strategic technology initiatives. Reporting directly to the Chief Information Officer (CIO), this position serves as a member of the ITS Senior Leadership Team and is responsible for leading complex, cross-functional technology initiatives that advance the University's strategic priorities. This position leads the planning, coordination, governance, and successful execution of enterprise technology projects across all ITS functional areas. The Director collaborates with ITS leadership, institutional stakeholders, executive leadership, faculty, staff, students, and external vendors to align technology initiatives with institutional goals, improve operational effectiveness, and support innovation across the University. This role is governed by state and federal laws and institutional policies.

Duties & Responsibilities:

Strategic Technology Project Leadership

• Lead complex, enterprise-wide technology projects through the complete project lifecycle, including project initiation, requirements definition, planning, procurement, execution, monitoring and control, implementation, transition to operations, and project closeout.
• Develop, maintain, and continuously prioritize the ITS enterprise project portfolio, ensuring technology initiatives align with institutional strategic priorities, available resources, operational requirements, dependencies, and organizational objectives.
• Establish project governance structures, milestones, deliverables, success criteria, risk management processes, escalation pathways, and accountability measures for major technology initiatives.
• Coordinate cross-functional teams across all ITS units based on project scope.
• Develop project schedules, communication plans, resource plans, budgets, implementation strategies, and executive reporting.
• Provide project management leadership and coordination for enterprise resource planning (ERP) and administrative systems initiatives, including Banner and related enterprise applications, integrations, upgrades, modernization efforts, business process improvements, and other institution-wide technology implementations.
• Provide project management leadership for communications infrastructure and campus technology projects, including networking, telecommunications, wireless, fiber, structured cabling, audiovisual systems, physical technology infrastructure, and other technology components associated with new construction, renovations, campus expansion, and institutional growth.
• Participate in construction and renovation planning activities as the ITS project management representative, coordinating technology-related requirements from design and pre-construction through installation, testing, commissioning, occupancy, and project closeout.
• Coordinate with technology vendors and third-party partners to ensure successful project implementation and contract compliance.

Leadership and Administration

• Serve as a member of the ITS Senior Leadership Team and contribute to departmental strategic planning, budgeting, policy development, and operational decision-making.
• Partner with ITS directors and institutional leadership to develop and execute strategic technology initiatives that support the University's mission.
• Promote collaboration across ITS functional areas while ensuring alignment of technology initiatives and operational priorities.
• Maintain awareness of applicable regulatory and compliance requirements, including FERPA, GLBA, PCI-DSS, CJIS, HIPAA (where applicable), and institutional information security policies.
• Represent ITS on University committees, planning groups, and vendor meetings as assigned.
• Perform other duties as assigned.

Knowledge/Skills/Abilities:

• Extensive knowledge of enterprise project management principles, methodologies, and best practices, including Agile, Waterfall, and hybrid project delivery models.
• Demonstrated ability to lead multiple complex enterprise technology projects simultaneously while balancing organizational priorities and available resources.
• Strong leadership with the ability to mentor, motivate, and develop technical professionals.
• Excellent written, verbal, interpersonal, and presentation skills with the ability to communicate effectively with executive leadership, faculty, staff, technical teams, vendors, and external partners.
• Demonstrated ability to build collaborative relationships across technical and functional departments while driving organizational change and technology adoption.
• Experience with technology procurement, vendor management, contract administration, and third-party technology implementations.
• Commitment to customer service, operational excellence, innovation, and continuous improvement.

Preferred Qualifications:

• Project Management Professional (PMP) certification.
• Experience in higher education information technology leadership.
• Experience leading organizational change management and enterprise technology implementations.

Minimum Qualifications:

The formal education equivalent of an earned bachelor's degree in Information Technology, Computer Science, Information Systems, Business Administration, Project Management, Engineering, or a related field. Other job-related Education and/or Experience may be substituted for all or part of these basic requirements, except for certification or licensure requirements, upon approval or the qualifications review committee.
