Organizational context: The Department of Safety and Security (UNDSS) provides global leadership, operational support, and oversight for the UN security management system. It enables the safe and effective delivery of UN programmes in challenging environments. This role is within the Division of Headquarters Safety and Security (DHSSS) in New York, supporting the Global Security Systems, Standards and Projects Team (GSSSP).
Job purpose: The Senior Programme Management Assistant provides essential administrative support to the GSSSP team within UNDSS's Division of Headquarters Safety and Security. This role is crucial for the implementation of security systems and infrastructure upgrades across various project locations. The incumbent will assist in all phases of the project cycle, liaise with senior officials and administrative staff, and provide guidance on budget, finance, and procurement matters. The position contributes to ensuring the safe and effective delivery of UN programmes by supporting critical security initiatives and managing project-related data and documentation.
Responsibilities: Provide comprehensive programme and project management assistance throughout the project lifecycle for security systems implementation. Liaise with senior officials and administrative staff at Headquarters and other duty stations regarding security projects and upgrades. Coordinate with and guide local project teams on budget, finance, and procurement issues. Research, analyze, and present data on security systems and infrastructure upgrades, highlighting key trends. Track legislative decisions affecting programme content and manage relevant databases. Review and revise project submissions for compliance with guidelines. Supervise and support local staff on security matters. Draft budgets and forecasts, and prepare monitoring checklists. Prepare newsletters and draft various reports and correspondence. Undertake field work for administrative and operational tasks. Establish and manage internal databases for project-related information. Provide technical supervision to local staff in procurement, IT, and maintenance.
Education: High school diploma or equivalent is required.
Work experience: A minimum of ten years of progressive experience in finance, budget, programme, or project administration is required. This is reduced to eight years with a first-level university degree. Experience with large-scale UN procurement processes is mandatory. Experience supporting security operations or with physical security systems is desirable.
