Job summary

Malheur County is seeking a qualified Information Systems Coordinator to lead and support the County’s technology infrastructure. The role involves developing, implementing and maintaining the County’s information systems, networks, servers and databases, as well as administering web applications and security policies.

You will supervise IS staff and work closely with the Information Systems Director to ensure reliable IT services for county offices in Vale and Ontario, including staff training

Qualifications

  • Minimum four years’ experience in Information Systems or related field.
  • Bachelor’s degree in computer science or related field preferred or equivalent experience meeting knowledge and skills.

  • Manages and maintains computer operating systems including Windows 11 and Windows Server.
  • Manages acquisition, installation and maintenance of LAN hardware/software.
  • Manages server OS including Windows Server, Exchange, SQL Server, RedHat, CentOS, Debian.
  • Maintains databases and designs/maintains web-based applications and intranets.
  • Ensures security, licensing, backups, and disaster recovery planning.

GENERAL STATEMENT OF DUTIES

Performs a variety of professional duties related to the development, implementation and maintenance of the County’s information systems.

SUPERVISION RECEIVED

Work is performed under the general supervision of the Information Systems Director who assigns work orally or in writing. The employee uses initiative in completing duties and refers to the Director when encountering problems or difficult situations.

SUPERVISION EXERCISED

The Information Systems Coordinator is responsible for supervising Information System staff, interns and/or work study students. The Coordinator assigns work orally or in writing and evaluates the work for completeness and accuracy.

ESSENTIAL FUNCTIONS

(The following description may not be all inclusive and other functions may be assigned at the discretion of management).

  • Manages and maintains computer operating systems including but not limited to Windows 11, Windows Server.
  • Manages the acquisition, installation and maintenance of the organization’s local area network hardware/software.
  • Manages and maintains Server Operating systems including but not limited to, Windows Server, Microsoft Exchange, SQL server, RedHat, CentOS, and Debian.
  • Manages custom software as requested by departments by conferring with vendors and software support.
  • Manages network operations to include but not limited to: troubleshooting connectivity problems; installing & maintaining routers, switches, wireless devices, firewalls, modems; adding/terminating users; assigning rights and access; resetting passwords; establishing e-mail addresses; assessing and reporting operational status; performing backups and restores; etc.
  • Prepares technology and systems for new and existing staff.
  • Ensures technology documents/certificates such as product registrations, SSL certificates, maintenance agreements, service contracts, etc. related to technology operations and/or technology services are evaluated, updated and processed.
  • Implements, administrates and maintains databases.
  • Designs, develops and maintains web-based applications including websites and intranets. Continuously improves the organization’s Web site and Intranet; adds new functionality and improves user ability to maintain without technical support.
  • Performs routine preventive maintenance on hardware and software.
  • Assists staff in understanding and using technology; conducts regular staff technology presentations and trainings.
  • Responsible for troubleshooting workstations, networks, software applications, phones, copiers and other technologies.
  • Manages technology inventory to include procurement and disposal.
  • Ensures compliance with all software licensing agreements. Manages and safeguards software media and associated licenses. Tracks software versions. Maintains centralized software use log.
  • Utilizes the Requirements Log System to identify and timely complete technology requirements.
  • Ensures networks, workstations, mobile devices, operating systems and software applications are operational; ensures hardware and software is patched and/or updated; ensures all analog and broadband circuits are operational in accordance with vendor specifications.
  • Ensures for the availability, continuity and security of data and information pertaining to the organization.
  • Participates on committees, task forces, workgroups, etc. As directed, facilitates technology meetings and user groups.
  • Access, monitor, audit, investigateand recordemployee activities with computers, internet and electronic mail for compliance with county policies,disciplinary actions and legal proceedings such as discovery and public records requests as directed to by the Information Systems Director.
  • Maintains knowledge on current technology by reading technology periodicals, evaluating new technologies and attending trade-shows, technical seminars and training sessions.
  • Prepares reports for and attends workshops, seminars, conferences, meetings and trainings attended pertinent to the efficient dispatch of duties.
  • Assists in other duties as needed and directed.
  • Regular physical attendance at the employer’s facility is required.
QUALIFICATIONS AND EXPERIENCE

Minimum four years’ experience in Information Systems or related field. Bachelor’s degree in computer science or related field is preferred OR a combination of education and equivalent experience which meets the necessary knowledge, abilities and skills required of the position.

  • Must possess or have the ability to obtain and maintain Level 4 CJIS (Criminal Justice Information Services) Security Clearance within two (2) weeks of hire date.
  • Position requires ongoing compliance with federal, state, and local security policies governing access to sensitive, confidential, and proprietary county information.
  • Note: Continued employment in this position is contingent upon maintaining CJIS clearance and passing periodic background re-examinations.

KNOWLEDGE, ABILITIES AND SKILLS REQUIRED BY THIS POSITION

Considerable knowledge of: equipment, technology, terminology, methods and procedures regarding information systems. Working knowledge of commonly used software; modern office practices and procedures.

Ability to: coordinate and implement Information Systems programs and services; develop and manage projects; identify problems and develop solutions; communicate effectively both orally and in writing; establish and maintain cooperative work relationships with superiors, peers, subordinates contractors; learn, interpret and implement system requirements; plan time effectively.

Skill in: analyzing, diagnosing and solving information system problems; configuring and assembling computer hardware and communication equipment and the installation of software.

PHYSICAL DEMANDS AND WORK ENVIRONMENT

Worked is performed in and around all Malheur County offices in Vale and Ontario. Employee will be required to bend, kneel, climb and lift up to 50 pounds, push, reach, stand and walk
