Job summary

Bestica seeks an Information System Security Manager (ISSM) to provide high-level cybersecurity support at Joint Base San Antonio, Fort Sam Houston, TX. The role requires RMF experience and DoD 8140-based training, with Security+ certification and an NDA in place.

The candidate will support TSRL, ensure enterprise cybersecurity alignment, and conduct audits of privileged accounts across NIPRNet, SIPRNet, and standalone enclaves. A 5-year RMF track record is expected.

Qualifications

• Bachelor's degree in Information Technology or Cybersecurity required.
• Minimum 5 years of Risk Management Framework (RMF) experience.
• DoD 8140.03/ DoDI 8140 training or equivalents required.
• Current Security Plus Certification required.
• Must sign NDA before start of performance.

Responsibilities

• Provide ISSM cybersecurity support for NIPRNet, DREN, RDTE, SIPRNet and standalone enclaves/systems.
• Perform ISSM duties per 8140 cyberwarfare code including verification of baseline certifications and training.
• Administer and maintain Privileged Access Agreements and conduct audits of privileged accounts.

Job Details: Job Location: FOPR 27-1 - San Antonio, TX 78234, Position Type: Full Time, Education Level: 2 Year Degree, Job Shift: Day, Bestica is seeking Information System Security Manager (ISSM) to provide services at Joint Base San Antonio located in San Antonio, TX.

Objective

To provide high level Cybersecurity and support services for the Tri-Service Research Laboratory (TSRL), Bioeffect Division (RHD) in support of the AFRL enterprise. The Cybersecurity support shall include all tasks necessary to develop, coordinate, and track compliance with TSRL enterprise cybersecurity architecture, strategy, plans, and supplemental policy for the entire distributed AFRL organization. The contractor shall meet all requirements per the basic contract and provide professionally and technically qualified individuals to perform all tasks in the following paragraphs to fulfill the requirements of this task order.

Title: Information System Security Manager (ISSM)

Location: Joint Base San Antonio-Fort Sam Houston, San Antonio, TX

Shift: M-F 07:00-17:00

Qualifications: Mandatory Qualifications

• The contractor employee shall possess a minimum of a Bachelor of Science Degree in Information Technology or Cybersecurity demonstrated by a copy of the degree.
• The contractor employee shall have a minimum of five (5) years of demonstrated experience working Risk Management Framework (RMF) requirements and providing cybersecurity services with no more than 3 consecutive years of lapse in cyberspace work.
• The contractor employee shall possess the required Information Technology or Cybersecurity education, training, or certifications IAW DoDM 8140.03 and current Government directives, regulations, and policies for the role, or labor category, it is fulfilling (reference DFARS 252.239-7001).
• The contractor employee shall possess a current, valid Security Plus Certification.
• The contractor employee shall possess Intermediate Level Cybersecurity Work Role experience.
• The contractor employee shall have a signed Non-Disclosure Agreement (NDA) in place based on the potential access to confidential, proprietary, and/or sensitive information. The NDA shall be provided to the Government Program Manager by start of performance.

Highly Desired Qualifications

• Possesses current Secret Clearance.

Tasks

• The contractor employee shall provide ISSM cybersecurity support for NIPRNet, DREN, RDTE, SIPRNet, and standalone enclaves/systems.
• The contractor employee shall perform the Information System Security Manager (ISSM), 8140 Cyberwarfare Code of 722 duties to include formally validating and verifying that all administrative and technical personnel meet the mandatory baseline certification and training requirements of DoD 8570.01-M / DoDI 8140 prior to granting elevated system access; administering and maintaining signed Privileged Access Agreements (PAAs); and conducting recurring audits of all privileged accounts.
• The contractor employee shall perform tasks listed in Section 3.
