• GS-14: 1 year specialized experience equivalent to GS-13 in Federal service; 3 of 4 criteria met: complex policy/contract interpretation, evaluating complex property systems, providing technical guidance.
• Education cannot substitute for GS-13/14 levels.
• Experience may include volunteer work and CTAP/ICTAP eligibility; resume limit in review.
