Qualifications

• Advanced degree in law, compliance, public administration, public policy, accounting/finance, business, or closely related discipline.
• Minimum of 10 years in investigations, audits, or accountability/compliance.
• Leadership experience: at least 4 years managing professional staff or leading a major program.

Responsibilities

• Lead independent investigations into fraud, waste, abuse, procurement misconduct, and related issues.
• Establish and manage a fraud-reporting hotline and intake system.
• Oversee risk inspections across contracts, grants, procurements, and operations.
• Provide policy guidance on fraud-risk management and accountability to the Council.
• Build relationships with internal and external oversight bodies and coordinate with the Ombuds and Auditor.
