Job summary

The City of Portland seeks its inaugural City Data & Privacy Officer to stand up a brand-new citywide office responsible for data governance, privacy protections, transparency, and asset stewardship. You will report to the City Operations Deputy City Administrator and lead a small team while shaping policies across bureaus.

This executive role requires building trust, coordinating with council and leadership, and driving privacy-by-design across city programs and data activities.

Qualifications

• Experience leading data governance and privacy programs.
• Knowledge of public records/open meetings law.
• Strong policy development and strategic planning skills.
• Executive leadership experience in complex organizations.
• Ability to coordinate across bureaus and partners.

Responsibilities

• Act as the City's lead for data governance and privacy oversight.
• Establish and chair the Data Governance Board and direct citywide governance efforts.
• Develop and implement citywide data governance and privacy policies.
• Create an enterprise data inventory and oversee data publications.
• Operationalize mandatory Privacy Impact Assessments for pilots and systems.
