Job summary

City of New York invites an attorney to serve as Deputy Privacy Officer in the Office of General Counsel of the NYC Health Department. You will counsel on privacy and data security, draft and negotiate data privacy agreements, and support policies and investigations across IT and vendors.

You will train staff on privacy matters, respond to incidents and FOIA matters, and help ensure compliance with HIPAA and evolving regulations as part of a dynamic legal team.

Qualifications

• JD in good standing and admitted to the New York State Bar.
• Experience in health department privacy and data protection is a plus.
• Strong contract negotiation and drafting skills.
• Familiarity with federal, state, and local privacy laws.

Responsibilities

• Assist the CPO in handling day-to-day matters, priorities, and legal assignments for the Privacy Unit.
• Draft, review and negotiate data privacy and security agreements (cloud security, EULA, TOS, privacy policies).
• Draft, review, and negotiate contracts with agency vendors.
• Provide support to develop and implement privacy and security policies.
• Support investigations of security incidents and notifications to impacted individuals.
• Provide practical, timely legal counsel to IT on data security and cybersecurity.
• Advise agency programs on privacy laws and emerging issues, with practical guidance.
