Job summary

QED Enterprises, Inc is seeking a Senior Analyst in Mobile, AL to provide project-management support for the U.S. Coast Guard's Offshore Patrol Cutter Project. This role requires a minimum of five years in project management, a Bachelor’s Degree, and an active secret security clearance.

The successful candidate will conduct system surveillance to ensure compliance with Earned Value Management guidelines, develop executive-level reports, and validate shipbuilder submissions. Knowledge of shipbuilding processes and project management certification is a plus.

Job description

Position Summary

This senior analyst role provides onsite project-management support to the U.S. Coast Guard's Offshore Patrol Cutter (OPC) Project Manager Representative (PMR). The IMS/EVMS Surveillance Analyst plans, organizes, and conducts system surveillance to ensure the shipbuilder's management control system complies with EVMS guidelines, and provides timely indications of actual or potential cost, schedule, and performance problems. The position reviews shipbuilder deliverables related to Earned Value Management (EVM) and the Integrated Master Schedule (IMS), consolidates findings, and develops executive-level reports and presentations for the OPC Program Office.

Responsibilities
  • Plan, organize, and conduct system surveillance activities to ensure the shipbuilder's management control system complies with EVMS guidelines and provides timely indication of actual or potential problems
  • Develop a documented process, with timelines, for reviewing shipbuilder deliverables related to EVM and IMS; consolidate assessments and findings clearly and concisely
  • Validate shipbuilder EVM variance reports — Contract Performance Reports (CPR), Contract Funds Status Reports (CFSR), Contractor Cost Data Reports (CCDR), and Integrated Master Schedule (IMS)
  • Reconcile shipbuilder reports against each other and against supporting data to validate system health
  • Use fact-finding, analytical, and interpretive methodologies to assess management control system health when shipbuilder cost, schedule, and performance information is insufficient
  • Develop and provide comprehensive reports and presentations detailing findings, problems, potential problems, and risks to project cost, schedule, or performance goals
  • Conduct detailed analyses of shipbuilder Integrated Master Schedules and other shipbuilder-produced schedules as required by the PMR
  • Provide notification of upcoming events and milestones within the schedule to appropriate Project Leads to support schedule adherence
  • Attend program meetings as designated by the COR; prepare and present EVM and IMS status briefings
  • Apply DCMA standards and ANSI/EIA-748 guidelines to surveillance activities
  • Performs other related duties as assigned
Required Qualifications
  • Active Secret-level security clearance required
  • Minimum of five (5) years of experience supporting project management and shipbuilding processes
  • Bachelor's Degree in an engineering field or related technical/business field; substitution: five (5) or more years of relevant experience in addition to the required minimum years of experience, OR an EVM certification (EVMP® or EVMD/EVMO™)
  • Comprehensive knowledge of shipbuilding processes
  • Knowledge and skill in applying analytical and evaluative methods and techniques to organize, plan, conduct, evaluate, and administer an EVMS surveillance program
  • Ability to produce EVM reports, briefs, and presentations using contractor-provided EVM data to forecast and outline current EVM status
  • Proficiency in stand-alone and enterprise versions of MS Project® and Primavera® scheduling software
  • Knowledge of economic, statistical, accounting, fact-finding, and financial analysis principles and techniques sufficient to analyze historical cost and schedule data, evaluate auditor and contractor reports, verify and interpret contractor cost and schedule performance, and project cost and schedule trends
  • Familiarity with DCMA standards and ANSI/EIA-748 guidelines applicable to Integrated Master Schedules and EVMS practices
  • Comprehensive knowledge of auditing organizations (DCMA, DCAA), programs, and functions, and of the overall acquisition process
  • Knowledge of the Microsoft Office software suite, including Word, PowerPoint, Power BI, and Excel
Preferred Qualifications
  • Earned Value Management Professional (EVMP®) or EVMD/EVMO™ certification
  • Project Management Professional (PMP®) certification
  • Prior experience supporting a major shipbuilding acquisition (OPC, NSC, DDG, LCS, FFG, T-AO, or similar)
  • Experience with USCG, U.S. Navy, or other DoD/DHS acquisition programs
  • Familiarity with the Major System Acquisition Manual (MSAM) and DHS / DoD acquisition policy
Other Requirements
  • U.S. citizenship required
  • Must obtain a DHS Common Access Card (CAC)
  • Must execute DHS Non-Disclosure Agreement (DHS Form 11000-6) as a condition of employment
  • Physical Abilities: position requires moderate walking and movement through an active shipyard and OPCs under construction
  • Work is performed on-site at the OPC Program Office in Mobile, AL
Physical Demands
  • Physical demands: While performing the duties of job, employee is required to stand; walk; sit; use hands to fingers, handle or feel objects; reach with hands and arms; talk and hear; type/use computer and phone. Prolonged Sedentary work that primarily involves sitting/standing. Light work that includes moving objects up to 40 pounds.
  • Non-Physical demands: Frequently requires performing multiple tasks simultaneously, working closely with others as part of a team, and tedious or exacting work. Occasionally requires time pressures, emergency situations, and frequent change of tasks. Rarely requires irregular schedule/overtime and noisy/distracting environment.
  • Work environment: Generally, an office-type position. The noise level in the work environment is usually quiet in office settings and moderate in other situations. This is primarily a work-from-home position, with some travel to Corporate Office area as needed. Requires eligibility to work in the US and may require a background investigation or security clearance.
