Job summary

Patriot Enterprises LLC in Wilmington, NC seeks a licensed behavioral health supervisor with a Master’s degree in social work or counseling and an NC license (LCSW/LPC/LMFT) to lead clinical teams.

Responsibilities

• Provide clinical supervision for counseling staff at LCSW, LPC, and LMFT levels delivering services to clients with mental disorders using assessment, evaluation, intervention, and rehabilitation regimens.
• Provide clinical oversight on crisis intervention, psychological assessment, brief interventions, rehabilitative/educational/vocational counseling, and treatment (EBT) in line with IMHS SOP.
• Assist case managers in maintaining case records per state/federal law and NCNG IMHS SOP.
• Ensure team does not decline or refuse service; communicate reasons for any denial to SBHPD and SBHO.
• Prepare monthly written chart reviews for 8 team members to the Director.
• Manage an average treatment caseload of ~15 (Mental Health Clinicians ~20).
• Provide clinical supervision for Clinicians (non-administrative) and oversee Case Management.
• Conduct monthly chart reviews; lead bi-monthly clinical meetings and monthly case manager meetings; step in as Acting Director when needed.
• Perform or facilitate CISM briefings.
• Share 24-hour on-call and queue responsibilities for NCNG IMHS; respond to helpline calls within 30 minutes.
• Oversee Treatment Plans and Referrals using IMHS SOPs with MT/VA/TRICARE and non-network referrals.

Duties & Responsibilities

• Provide clinical supervision for all performance level professional counseling work at the Licensed Clinical Professional Counselor level, Licensed Clinical Social Worker level, and Licensed Clinical Addiction Specialist level who are providing counseling services to clients with mental disorders by using assessment, evaluation, intervention, and rehabilitation regimens.
• Provide clinical oversight on crisis intervention, psychological assessment, brief interventions, rehabilitative/educational/vocational counseling, and treatment (EBT). Ensure adherence to the IMHS Clinician Mentorship Program for new clinician, IAW the IMHS SOP.
• Assist clinical and non-clinical case managers in properly maintaining case records for each individual served in accordance with the documentation standards set forth by the state or federal law, and North Carolina National Guard (NCNG) Integrated Mental Health System (IMHS) Standard Operating Procedures (SOP).
• Ensure the team is not arbitrarily declining or refusing to serve individuals served under the IMHS program mandate and SOP. In the event that the team declines a referral or refuses to serve an individual, communicate with the SBHPD and State Behavioral Health Officer (SBHO) the specific reason for the decline, refusal, or denial.
• Responsible for a written standardized chart reviews on each team member (8 total) (excluding the coordinator or admin) to the Director on a monthly basis.
• Carry an average treatment case load of approximately 15 (Mental Health Clinicians carry an average case load of approximately 20).
• Provide clinical supervision responsibilities for the team of Clinicians (not administrative) and oversight of the Case Management team.
• Conducts monthly chart reviews; facilitating bimonthly clinical team meetings, facilitating a monthly clinical and non-clinical case manager's meeting, and stepping in as Acting Director when Director is on leave.
• Performs or facilitates Critical Incident Stress Management (CISM) briefings.
• Split 24 hour on-call and queue responsibility of the NCNG IMHS amongst clinicians.
• Work the Help Line (toll free number) along with the other Clinicians. The IMHS Director will rotate manning the queue during business hours daily and rotate after-hours coverage on a weekly basis. Expectation of actioning a call into the toll free line is within 30 minutes.
• Treatment Plans and Referrals:
  • Ensure treatment plans and all referrals are being resourced through the IMHS Psychological Service Section IMHS and G1 Medical Behavioral Health Operations Program (BHOP) SOPs. This includes consults for those initially using the Military Treatment Facilities (MTF), VA, TRICARE network providers, and/or other non-network providers.
• Medical Record Standards:
  • Conduct activities in a manner that shall deter, prevent, and avoid abuse, neglect, and/or exploitation of individuals in its care and ensure compliance with all state and federal requirements and in accordance with the policies of the NCNG and IMHS SOP.
  • Ensure Service Members medical records are maintained in accordance with Army Regulation (AR) 40-66, AFI 41-210: Patient Administration Functions as well as DoDI Number: 6490.08 Command Notification Requirements to Dispel Stigma in Providing Mental Health Care to Service Members. If for any reason the team is unable to maintain documentation standards, the Lead will contact the State Behavioral Health Programs Director to facilitate an appropriate resolution.
  • Provide secure handling and storage of all completed case records, reports, logs, and communications records. All deliverables shall meet required professional and technical standards.
  • Health Insurance Portability and Accountability Act (HIPAA) and Privacy Act Regulations will be strictly followed to ensure confidentiality and right to privacy is maintained 100% of the time.
• Network of Agencies:
  • Develop and implement a network of agencies and organizations which will provide rehabilitative services to Veterans, Service Members, and their families as a referral. This also includes those not eligible for military health benefits. Coordinate with and provide Program oversight for clinical and non-clinical staff within the IMHS and coordinate with internal and external networks of service providers that are composed of Medical and Behavioral Health Case Managers, Behavioral Health Officers, volunteer providers, National Guard Bureau's Directors of Psychological Health, Air National Guard Wing Director of Psychological Health, Veteran Administration's system of support, community organizations and other internal programs housed under the purview of the G1 Staff Sections.
  • Coordinate with and maintain a good working relationship with federal, state, local government agencies, and J9 staff section programs that include but are not limited to Substance Abuse Program (SAP), Sexual Harassment and Sexual Assault Program (SHARP), Resilience Risk Reduction Suicide Prevention (R3SP), Yellow Ribbon Program, Casualty Operations, and Survivor Outreach Services (SOS). Provide consultation services to Command upon request that include making appropriate recommendations for counseling and resources available to improve medical readiness.
• Metrics:
  • Maintain case records data in the development of metrics that identify trends needing command influence or visibility, program measure of effectiveness assessments, and supporting documentation for unfunded requests. Provide consultation services to Soldiers and Airmen in a format that will ensure the anonymity of the individual client is sustained and within HIPAA privacy rules. Provide reports and updates to the G1 on the status of the IMHS and the services the Program provides.
  • Assist in attaining or requesting appropriate resources to maintain or better facilitate the mission of NCNG's IMHS. Referrals to Veteran Affairs Medical Centers, TRICARE Providers, Privates Health Insurance Providers, Child Protective Services, Military One Source Counseling, needed testing, Substance Abuse Providers, and other options if needed.
  • This role will serve on committees, councils, work groups, or task forces as appropriate or requested for the NCNG as the representative subject matter expert for IMHS and provide slides or supportive data as necessary or upon request. This role will work with these committees, councils, work groups, or task forces as a representative to provide behavioral health support and guidance if needed.
• Hour Helpline:
  • Provide clinical supervision on the practices of screening and evaluation of individual clients who call into the IMHS 24 hour helpline through the use of accepted psychological principles, theories, methods, and research.
  • Ensure that the responses to the helpline are effectively handled in a time-sensitive manner as they are received, to include during off-hours, IAW the IMHS SOP.
  • Develop and maintain a process for clinicians assigned to staff the queue for the 24/7/365 IMHS 1‑855 Helpline without interruption. The process for clinicians should be in accordance with accepted psychological principles, practices, and protocols IAW the IMHS SOP.

Must Haves

• Knowledge of federal and state legal requirements pertaining to mental health counseling and patient confidentiality.
• Knowledge of HIPAA and Privacy Acts in civilian and military settings as well as the professional ethics surrounding the mental health career field.
• Strong organizational & communication skills, both written and verbal
• One year experience working with a Computerized Medical database system preferred.
• One year experience working on a virtual team preferred.
• Current certification or licensure in evidence based treatment for psychological trauma.
