Qualifications

  • Sound knowledge of Task Order pricing, estimating, and negotiating.
  • Understanding of Federal, State and local construction safety, environmental and wage regulations.
  • Solid understanding of labor and cost tracking for construction tasks.
  • Proficient with Microsoft Office Suite.
  • Excellent written, verbal and public speaking skills.
  • U.S. Citizenship.
  • Ability to pass pre-hire background and drug screen.
  • Valid state driver’s license.
  • Ability to lift 40 pounds.

Responsibilities

  • Professionally work with Government staff to identify activities, clarify statements of work, and coordinate work.
  • Participate in site visits and customer meetings as required.
  • Oversee and develop Task Order proposals including costs, schedules, deliverables, work plans, impacted utilities, etc.
  • Finalize all Task Order proposal terms and conditions for Government issuance.
  • Negotiate and document Task Order changes affecting schedule, cost, or deliverables.
  • Perform field inspections and ensure quality and safety compliance.
  • Develop program budgets and project revenue projections.
  • Establish and maintain program files and tracking systems.
  • Oversee staff and subcontractors to ensure timely delivery per delivery order requirements.
  • Manage staff for timely responses and apply performance metrics and coaching.
  • Ensure Task Orders are invoiced timely with supporting documentation.
  • Ensure subcontractors and vendors are paid per contract terms.
  • Prepare and present progress reports.
  • Advise management on maintenance project priorities.
  • Operate Government or company vehicles as needed.
  • Support other departmental staff.

Position Location

This position is located on site in Moffett Field, California.

Job Overview

The IDIQ Task Order Manager maintains oversight of all aspects of the business required to execute repair, replacement, and/or construction type Task Orders awarded by the Government. These duties include but are not limited to: conducting site visits, developing statements of work, proposal development, costing, negotiations, change order processing, resource management, budget tracking, closeout, and record keeping. He/she shall ensure full compliance for items such as subcontractor support, security regulations, offsite management coordination, finance policies, conflict resolution, quality control programs and safety protocols. He/she shall serve as the primary contact for all Task Order Contracting Officer Representatives (CORs) and provide guidance to assigned staff and subcontractors to foster positive relations in meeting expected customer deliverables. He/she shall be responsive to Government requests, ensure work is completed in its entirety within negotiated timeframes, and ensure work completed is within the established budget.

Pay Rate: $166,000 - $176,000 / year

Responsibilities

Essential Job Duties:

  • Professionally, work directly with Government staffing to identify activities, clarify work statements, and coordinate work.
  • Participate in site visits and customer meetings as required.
  • Oversee and develop Task Order proposals including items such as costs, schedules, deliverables, work plans, impacted utilities, and other associated requirements.
  • Finalize all Task Oder proposal terms and conditions for issuance by the Government.
  • Negotiate and properly document all Task Ordre changes impacting schedule, cost, deliverables, or other binding obligations.
  • Perform field inspections and ensure quality and safety compliance. Verify all contractual work activities are being met and give proper guidance to make corrections as necessary.
  • Develop program budgets and project revenue projections.
  • Establish and maintain all program files including a database/tracking system that captures pertinent milestone activities and customer required reporting.
  • Oversee staff and subcontractors to ensure work completion in accordance with delivery order requirements and technical construction specifications.
  • Manage staff members for timely and compliant responses. Utilize performance metrics, coaching, and corrective actions in accordance with company policy to improve staff member performance as necessary.
  • In coordination with the Business team, ensure Task Orders are invoiced in a timely manner and all supporting documentation is provided to them (i.e. completion reports, time records, etc.).
  • In coordination with the Business team, ensure subcontractors and vendors are being paid in accordance terms and conditions of the awarded work.
  • Prepare and present progress reports as needed.
  • Confer with and advise other management personnel regarding maintenance projects and priorities.
  • Operate Government and/or company owned motor vehicles as need for work performance.
  • Support other departmental staff members as needed or directed.
  • Performs other duties as assigned.
Job Requirements

Mandatory:

  • Bachelor Degree in Engineering, Architecture, or Construction Management. This requirement may also be met through five (5) years of direct construction management experience for tasks ranging in size from $1k to $15M.

  • Sound working knowledge of Task Order pricing, estimating, and negotiating.
  • Sound working knowledge of Federal, State and local construction safety, environmental and wage regulations.

  • Proficient using Microsoft Office Suite.
  • Excellent written, verbal and public speaking skills.
  • Ability to deal with a variety of people in a professional, courteous manner in diversified situations.
  • U.S. Citizenship.
  • Ability to pass pre-hire background and drug screen.
  • Valid state driver's license.
  • Ability to lift 40 pounds.
