Job description

Join the ECI Group's Professional Technical Services Network as a onsite I&E Maintenance Planner. This an 18- 24-month duration from award based in the New Orleans (Waggaman) area. Note: You must be a US Citizen or Permanent US Resident to qualify for this position.

About our Client

Our client is developing and operating a major chemical manufacturing facility in Waggaman, Louisiana, producing Dimethyl Carbonate (DMC) and Ethyl Methyl Carbonate (EMC) for the battery supply chain. The site is a petrochemical/chemical manufacturing operation requiring engineering support for construction, commissioning, startup, reliability, maintenance, and operations activities.

Position Summary

The Instrument & Electrical Planner role has responsibility for daily Instrumentation & Electrical work, Maintenance Planning and driving improvement to standardize best practices in the Planning function. This role is fundamental and critical to the effective and efficient execution of maintenance work through job planning, estimating, obtaining, and receiving materials to execute maintenance work within the boundaries established by management. Role and Responsibilities- Prepare detailed work packages and job plans that include equipment, parts, materials, documentation, and special tools and for the delivery of these parts and services when they are needed and maintaining an appropriate backlog of effectively planned work ready for scheduling when maintenance resources are available.

  • Maintain established metrics of performance to ensure the maintenance function continues to improve.
  • Plan all maintenance work orders in SAP by analyzing basic job steps, determining their relative sequence, and identifying parts, materials, special tools, skills, and personnel requirements for each step.
  • Review engineering drawings and sketches necessary to complete the work order plan.
  • Screen each work order request for proper completion, discusses the details with the originating area, and ensures the work is clearly defined and properly authorized.
  • Develop estimate for craft hours, labor, and material costs for each work order.
  • Review the work area for potential safety hazards and makes appropriate notes in the job plan. Include any required safety procedures and standards in the work package.
  • Create a list of materials by quantity and type required to perform work requested. Develop and communicate material staging plan and ensure job kits are prepared and ready before they are needed for the job.
  • Identify needs for support work orders such as sheet metal work, scaffolding, insulation removal, heavy equipment, rigging, etc.
  • Prepare work packages that include drawings, work permits, procedures, special tools, job plan, work order, safety requirements, and materials.
  • Maintain sufficient planned maintenance backlog for assigned work crews. Routinely communicate status to appropriate Line Leadership and specialist/ coordinators.
  • Deliver assembled work packages to the appropriate work groups before the work is to be implemented.
  • Review all completed work orders and determine craft hours spent versus the job plan estimate.
  • Publish established planning and scheduling performance metrics for the work group.
  • Develop and archive job plans and maintain job plan library.
  • Adjust job plan library information based on job audits and by reviewing execution feedback forms and adjusting preventive maintenance plans and corrective maintenance standard task lists.
  • Maintain accuracy of equipment bill of material database in SAP. Sets up any missing bill of materials for equipment.
  • Recommend minimum essential stocking of spare parts and eliminate spare parts from inventory that are no longer needed. Routinely review material inventory for spare parts available.
  • Provide support for the maintenance budgeting process.
  • Attend monthly safety meetings and complete company-required training programs.
  • Prepare annual and bi-annual maintenance plans for all major plant Instrument / Electrical equipment site wide including opportunistic shutdowns. Plans should include detailed schedules of all tasks to be performed, the necessary resources allocated both internal and external, the preparation of all work descriptions for outsourced activities and the identification and ordering of critical spares and/or special tools or equipment needed for the planned repairs.
  • Scope bid and coordinate with procurement to award Instrument/Electrical contractor work that is both safe and effective.
  • Directly accountable and responsible for those aspects of the Instrument/Electrical work orders planning backlog and quality.
  • Drive improvement to standardize best practices in the Planning function.
  • Review work order for accuracy and completeness before it is assigned to RTS.
  • Carry out other functions as assigned by the Maintenance Manager.
  • Work collaboratively with team members with different backgrounds and perspectives.
  • Assists other employees in accomplishments of Indorama company goals. Follows instructions and performs other duties as may be assigned by supervisor.
  • Participates in Environmental, Health, & Safety initiatives as set forth by the company. Participates in and completes company required training programs.
Education and Experience

High School Diploma or Equivalent AND a minimum of 5 years of experience as an I&E maintenance technician/ specialist and at least 3 years of Preventive Maintenance Planning in a manufacturing environment OR

  • Associate Degree AND a minimum of 3 years of experience as a I&E technician/specialist and at least 2 years of Preventive Maintenance Planning in a manufacturing environment.
Required Skills And Qualifications
  • Demonstrate high proficiency in the use of SAP and Prometheus for work order Planning and management Demonstrated ability to operate computers and WINDOWS software such as WORD and EXCEL.
  • Proficiency in SAP document Management System (DMS) for work order planning optimization.
  • Demonstrated ability to plan, organize, prioritize, and estimate.
  • Demonstrated effective verbal and written communication skills.
  • Good interpersonal skills.
  • Demonstrated ability to lead and to work with others - teamwork.
  • Ability to sequence job activities, acquire documentation, procure material, use specification references, prepare sketches, and maintain records.
  • Ability to interpret blueprints, bill of materials, and detailed drawings.
  • Proficiency in Maintenance Planning optimization.
  • Ability to learn new skills and work methods, acquire process knowledge, research maintenance technologies, and apply improvements in the contract maintenance management system.
  • Ability to perform effectively in maintenance training activities in the electrical, instrumentation and related fields.
  • Strong analytical and problem-solving skills.
  • Excellent organizational and time management abilities.
  • Proficient in maintenance management software and tools.
  • Knowledge of mechanical systems, machinery, and maintenance practices.
  • Effective communication and interpersonal skills.
