Job summary

BLN24 is seeking a Solutions Architect / Lead Developer to guide technical strategy for CFPB RegTech platforms in a cloud-native, FISMA Moderate environment. You will lead system design, govern backlogs, and serve as the primary engineering decision-maker across all task areas.

Ideal candidates bring 13+ years in software engineering and architecture, hands-on Scala/Akka, microservices experience, and a track record with regulatory data systems. Occasional on-site work in McLean, VA is required.

Qualifications

• Bachelor's degree in Computer Science, Engineering, or related field (or equivalent experience)
• 13+ years of progressive software engineering and architecture experience
• 4+ years of hands-on Scala and Akka development
• Experience designing and operating event-driven, cloud-native microservices at scale
• Prior experience with regulatory data collection systems at a financial regulatory agency
• Experience with Cassandra or AWS Keyspaces
• Familiarity with Kafka event streaming in production
• Experience with Kubernetes, Helm, Docker, and CI/CD
• FedRAMP or FISMA Moderate environments (ATO processes)
• Experience with Login.gov or AWS-native distributed-systems equivalents

Responsibilities

• Lead architecture design and technical direction across all five BPA task areas
• Govern the solution backlog, define Definition of Ready, and own architecture/product reviews
• Translate CFPB regulatory change into technical specifications and acceptance criteria
• Mentor back-end, full-stack, and DevOps engineers and conduct code reviews
• Serve as primary technical interface with CFPB's Technology and Innovation Office
• Ensure all deliverables meet FISMA Moderate, Section 508, and FFP acceptance standards
