Qualifications

• Bachelor's degree in listed fields or equivalent relevant experience.
• 5-10+ years of experience in product ownership, business analysis, digital solutions, or related functions.
• Experience translating business needs into clear requirements, roadmaps, and delivery plans.
• Experience interfacing between business stakeholders and IT or vendor teams.
• Experience leading cross-functional initiatives from discovery to adoption.
• Knowledge of digital product management, data flows, governance, and software lifecycle.

Responsibilities

• Serve as business product owner for Development digital products, systems, and workflows; define vision, priorities, backlogs, roadmaps, and releases.
• Translate business needs into process maps, user stories, functional requirements, data requirements, and testing scenarios; collaborate with IT and vendors.
• Coordinate discovery, design reviews, UAT, release readiness, and business acceptance; ensure delivery meets requirements and data quality.
• Represent Development needs for CRM, project management, geospatial apps, reporting tools, workflows, and future intelligence platforms; guide improvements.
• Identify opportunities to simplify and automate Development processes; lead initiatives to improve visibility, collaboration, and data quality.
• Define requirements for dashboards, KPIs, data products, and governance; ensure accessibility and reliable information for leadership reporting.
• Partner with GIS and technical teams to define mapping requirements and integrate GIS with business systems.
• Evaluate AI, cloud, low-code platforms; build business cases or pilots with governance and security considerations.
• Stakeholder, Vendor & Change Management: facilitate workshops, vendor evaluations, training, adoption; transition capabilities to sustained use.
• Governance, Documentation & Product Lifecycle: maintain docs, release info, and governance records; support lifecycle planning.
