Job summary

Texas Department of State Health Services is seeking a Disaster Finance Manager (Manager V) to oversee the Disaster Cost Recovery Team and manage budgeting, reporting, and policy compliance. This role will supervise staff, develop budgets, and produce financial analyses to support reimbursement processes.

The position offers telework eligibility (50% onsite/50% remote), full-time hours, and a chance to influence public health finance operations in Austin, TX.

Qualifications

• Experience in managing budgeting, finance operations and staff supervision.
• Ability to develop and analyze financial reports and budgets.
• Knowledge of federal/state cost principles and accounting practices.
• Strong written and verbal communication skills for internal/external stakeholders.
• Ability to lead projects, set priorities, and supervise others.
• Familiarity with government financial systems (Excel, Access, HRMS).

Responsibilities

• Oversee daily operations of the Disaster Cost Recovery Team and supervise staff.
• Develop goals, policies, procedures, schedules, and performance standards.
• Monitor budget expenditures and prepare financial reports.
• Ensure compliance with state/federal requirements and internal controls.
• Represent the Program Finance Section in meetings and collaborate with stakeholders.
• Perform other duties as required.
