Job summary

The State of Maine is seeking a contract/grant administrator to join the Department of Defense, Veterans' and Emergency Management - Military Bureau in Augusta. This role focuses on managing the MEARNG Cooperative Agreement from solicitation through closeout, ensuring compliance, performance, and budget alignment.

Ideal candidates will have experience in contract administration, procurement knowledge, and the ability to coordinate with internal teams and external partners.

Qualifications

• Education, training, and/or experience demonstrating competence in contract or grant administration.

Responsibilities

• Provide contract and grant lifecycle management for the Maine Army National Guard (MEARNG) Cooperative Agreement.
• Monitor and evaluate contractor performance; take corrective action as needed.
• Communicate with requestors to ensure contracts meet department specifications and goals.
• Manage contracts through full lifecycle: request reception, requirements definition, and funding; develop solicitations (RFPs/RFQs); support solicitation/evaluation; prepare awards and documentation; develop and execute contracts; monitor performance, deliverables, expenditures, and compliance; coordinate amendments, renewals, and closeouts; maintain complete records compliant with state/federal rules.
• Review contracts to discuss feasibility and budget impact; determine best deals for state purchases; identify deadlines and follow up to prevent delays; develop training materials and deliver training to staff.
