Arizona Department of Administration — General Services Division seeks a Building & Planning Manager to oversee real property operations, tenant improvements, and capital planning across state-owned and leased facilities. Leads a team of eight, drives the annual CIP, and ensures project execution from planning through occupancy, coordinating with Governor’s Office and Legislature.

Qualifications

• Bachelor's or Master's degree in Urban Planning, Business or Public Administration, Facilities Planning, Architecture, Construction Management, or a closely related field.
• Five or more years of progressively responsible experience in facilities capital planning, including facility master planning, capital budgeting, and strategic facility assessments.
• Previous experience in a supervisory role.
• Direct experience with State of Arizona budget, procurement, and legislative processes, including joint committee reviews (e.g., JCCR) and statutory reporting.

Responsibilities

• Capital Improvement Planning & Project Selection, coordinating the annual Capital Improvement Plan for Governor’s Office.
• Staff Leadership & Operations Management, supervising a multi-staff team and establishing schedules.
• Construction Project & Contract Management, overseeing large construction contracts and drafting scopes of work and RFPs.
• Financial Oversight & Budgeting, monitoring expenditures and preparing monthly status reports.
• Space & Real Property Management, directing agency relocations and space allocations across properties.
