Job summary

The University of Texas Medical Branch in Webster, TX seeks a Buyer II to manage end-to-end procurement for routine and mid-complexity goods and services, including vendor communication, PO management, and compliance with state and institutional rules.

Responsibilities include processing requisitions and POs, maintaining records, ensuring HUB engagement, and collaborating with internal customers to resolve order issues while upholding internal controls.

Qualifications

  • Bachelor's degree in Business, Finance, Health Care Administration, Supply Chain, or a relevant field.
  • Equivalent combination of education and experience may be considered.
  • Must obtain C.P.S.M., C.P.P.B, C.P.P.O, C.T.C.M., or an equivalent credential within 18 months.
  • Knowledge of procurement policies, compliance requirements, and state rules.

Responsibilities

  • Review and process customer requisitions for routine purchases, ensuring policy compliance.
  • Issue and dispatch accurate purchase orders to vendors via the purchasing system.
  • Handle PO revisions, updating quantity, pricing, or delivery terms.
  • Maintain procurement records and update PO statuses in the system.
  • Coordinate approval routing for requisitions/ POs requiring stakeholder involvement.
  • Prepare and process POs using approved templates with required documentation.
  • Engage in purchasing activities that support HUBs.
  • Ensure adherence to UTMB, Texas, and federal procurement rules.
  • Monitor vendor and customer performance and provide feedback or escalation.
  • Develop strong relationships with internal customers to support procurement needs.
  • Communicate order fulfillment status, policies, and responsibilities to stakeholders.
  • Organize, file, and archive procurement documents per policy.
  • Troubleshoot order issues with departments and provide preventive guidance.
  • Maintain and report purchasing service area metrics and outcomes.
  • Serve as liaison among institution, departments, and vendors on PO matters.
