Job summary

Citymesh is seeking a seasoned Program Manager for its Enterprise PMO to lead large, international Mobile Private Networks initiatives with multi-year timescales and budgets of €5–€20 million.

You will shape governance, select and coach PMs across workstreams, and drive delivery across countries while communicating with CXOs and stakeholders. Travel 5–8 days per month is expected; fluency in Dutch, English, and French is preferred.

Qualifications

• 10 to 15 years of experience as a Program Manager leading large, complex programs.
• Budget experience between €9M and €20M within international or multi-country contexts.
• Strong expertise in Mobile Private Networks and related tech ecosystems.
• Executive-level communication with CXOs and senior stakeholders.

As a Program Manager, you are responsible for shaping, driving, and delivering large, complex, and international programs within the Mobile Private Networks domain, including associated use cases and supporting technologies. You will manage strategic programs with budgets ranging from €5 million to €20 million and multi-year timelines. This role requires strong leadership across multiple projects, countries, stakeholders, and delivery streams, ensuring all components contribute to shared multi-year objectives and tangible business results.

Your Job in a Nutshell:

End-to-End Responsibility: You define and structure complex programs from the initial phase through execution and governance, ensuring clear alignment between strategic objectives, execution plans, commercial commitments, technical realities, and customer expectations.

Program Design: You establish the right program model, governance, and reporting structures to effectively manage large-scale, multi-year initiatives.

Strategic & Operational Alignment: You guarantee seamless alignment between strategic goals, execution plans, commercial commitments, technical realities, and customer expectations.

Team & Project Alignment: You select, coach, and manage project managers across various workstreams, including the overarching management of milestones, deliverables, and interdependencies.

Risk Management & Financial Control: Proactively managing program risks and monitoring financial performance, budgets, forecasts, and contractual obligations within a changing environment.

Stakeholder Management & Communication: You communicate fluently and professionally with senior stakeholders on the client side, including CxOs, acting as a credible and trusted partner in program discussions, steering committees, and progress reviews. Your ability to communicate clearly, report accurately, and maintain trust at the executive level is crucial in this role.

These are your talents:

10 to 15 years of relevant professional experience as a Program Manager leading large and complex programs (€9M - €20M budget) within an international or multi-country context.

Strong expertise in Mobile Private Networks (MPN) and the associated ecosystem of technologies and use cases, preferably within telecom, connectivity, or a similar tech sector.

Proven ability to bring structure to complexity, establish realistic delivery models, and define effective governance structures.

Accomplished and mature interlocutor at CxO and executive level, with a talent for managing expectations and building long-term trust.

Strong competencies in risk management, financial control (budgets and forecasts), contract management, and the steering of subcontractors/external partners.

Decisive and resilient leader who manages smoothly across cultures and organizational boundaries; willing to travel internationally (averaging 5 to 8 days per month).

You are willing to travel approximately 5 to 8 days per month, depending on project needs.

You can easily express yourself in Dutch, English and French.
