Job summary

ms consultants, inc. in Pittsburgh, PA seeks a Municipal Engineering Project Manager to lead municipal infrastructure projects from planning through design and implementation.

The role emphasizes client relationship development, project leadership, and growing our Western Pennsylvania presence. The successful candidate will manage schedules, budgets, and delivery strategies while coordinating across multiple disciplines and regulatory agencies.

Qualifications

• Bachelor’s Degree in Civil Engineering or related field is required.
• Professional Engineer (PE) license in Pennsylvania is required.
• Demonstrated project management experience on municipal engineering projects.
• Experience delivering municipal infrastructure services across planning, design, and implementation.

Responsibilities

• Build and maintain long-term relationships with municipal clients and ensure client satisfaction.
• Identify opportunities to expand engagements and develop new municipal projects.
• Advise clients on capital improvement planning, funding strategies, and project priorities.
• Support proposal development and qualification submissions.
• Coordinate funding opportunities and regulatory stakeholders.
• Manage projects across water/wastewater, street, culvert, sidewalk, and related infrastructure.
• Lead projects from planning through design and implementation within scope, schedule, and budget.
• Coordinate engineering design across multiple teams and ensure clear communication.
• Ensure timely delivery and QA/QC of project deliverables.
• Supervise staff and mentor junior engineers and drafting staff.
