QinetiQ US is looking for a Functional/Financial Analyst. This is a highly visible opportunity to impact FHWA's CPIC program within the Office of Information Technology Services.

You will help FHWA manage its IT portfolio and IT Spend Plan, prepare required reporting, and guide offices through the IT procurement approval process. The role is hybrid with potential on-site work at DOT Headquarters in Washington, DC.

Qualifications

• Bachelor's degree required.
• 4+ years federal IT CPIC, IT budget or portfolio management.
• Experience preparing OMB IT portfolio reporting.
• Advanced proficiency in Excel or Google Sheets (lookups, pivots, data validation).

Responsibilities

• Support management of all phases of FHWA's CPIC program, including IRB processes.
• Maintain the FHWA IT Spend Plan and reconcile versions across offices.
• Prepare and track Interim Procurement Requests with DOT teams.
• Plan IT data calls and consolidate responses for submission.
• Submit Monthly IT Dashboard updates in DOT's CPIC tool (CIMS).
• Support annual OMB IT portfolio submissions and major investment reporting.
• Maintain CPIC SOPs and desk guides.
• Provide investment management analysis and cost reporting.
