Job summary

The State of North Carolina - Department of Environmental Quality is seeking an Environmental Specialist II (NS) to provide permitting support, regulatory oversight, and education. This full-time position offers hybrid telework options and state employee benefits.

The role involves assisting with 401 Water Quality Certifications, envelope of regulatory guidance, inspections, and coordination with regional offices.

Qualifications

• Bachelor's degree in agricultural, biological, engineering, environmental or natural resource sciences or closely related field and two years of related experience.
• Valid driver's license required.

Responsibilities

• Provide permitting support, regulatory oversight, technical assistance, regulatory guidance and education to the public and permittees for program areas such as 401 Water Quality Certifications and buffer authorizations.
• Coordinate inspections, review enforce­ments, facilitate team meetings, train staff and mentor new employees within the 401/wetland team.
• Review and process 401 Water Quality Certification applications and assist with stormwater plan reviews when required by a 401.
• Respond to citizen complaints and inspect sites where water quality standards and other rules may have been contravened.
• Issue Notices of Violation and assess civil penalties when necessary to restore compliance with regulations.
• Assist central office staff with complex IP reviews.
