Job summary

The North Carolina Department of Information Technology (NCDIT) is seeking an Applications Systems Manager I to lead the data engineering team, overseeing data pipelines, integrations, and platform activities for NC DOT data initiatives.

You will promote consistent development practices, drive reliable delivery, and coordinate with leadership on data stewardship and governance. Hybrid remote work with weekly onsite requirements is possible under state policy.

Qualifications

• Bachelor's degree in computer science or an IT related field or other related technical degree from an appropriately accredited institution and five years progressive experience including at least two years of experience in programming and applications analysis or related work
• Associate degree in computer science or an IT related field or other related technical degree from an appropriately accredited institution and six years progressive experience including at least two years of experience in programming and applications analysis or related work
• Or an equivalent combination of education and experience

Responsibilities

• Supervise and coordinate data engineering staff, prioritizing work and sprint planning
• Oversee pipelines and integrations within Databricks, ensuring adherence to standards and documentation
• Partner with senior SMEs on complex engineering and architectural decisions to ensure reliable, accurate, and maintainable solutions
• Remove blockers, elevate risks appropriately, and keep work aligned with NCDOT priorities and project timelines
• Provide regular status updates summarizing backlog health, progress, risks, and delivery forecasts
• Facilitate communication across technical and business teams to support planning and resource alignment
• Maintain operational documentation and promote repeatable development processes
• Lead and manage data discovery and stewardship capabilities, improving the agency's ability to identify, locate, understand, and effectively use data assets through data cataloging, metadata management, lineage documentation, and data quality practices
• Coordinate the work of data stewards and collaborate with business and technical partners to ensure consistent interpretation and use of shared data assets
• Identify documentation and definition gaps, prioritize stewardship tasks, and align efforts with enterprise data governance objectives
• Ensure data engineering outputs adhere to enterprise data quality, metadata, and stewardship standards
