Job summary

The State of Minnesota - Children Youth & Families Dept is seeking a data-driven professional for a hybrid role in Saint Paul to advance the DCYF compliance data strategy, perform advanced analytics, research design, and performance measurement.

You will design reports, dashboards, and surveys to support management decisions, handle audits, and provide technical guidance on data governance and analytics tools.

Qualifications

• Four (4) years of experience analyzing and reporting with data, including spatial or statistical analysis and modeling, and managing data with database querying.
• Experience with data collection, data analysis, data manipulation, data transformation, and interpretation.
• Data visualization experience with tools such as Tableau, PowerBI, Looker, or Qlik.
• Experience with analytic tools/platforms including Alteryx, R Studio, SAS, Databricks, or Anaconda.
• Ability to synthesize and organize large volumes of complex information and present it in writing and verbally in a succinct, easily understandable manner.

Responsibilities

• Independently lead the design, research, and oversight of the Compliance Division data strategy to identify and detect potential risk, fraud, and non-compliance within the agency.
• Create reports, surveys, presentations, dashboards, and visualizations to support management decision-making and strategic planning for operational effectiveness within DCYF.
• Handle internal and external requests for data and information related to internal audits, compliance audits, and key risk areas.
• Provide technical consultation to Compliance Division management and staff across data analysis, statistical and analytic techniques, research methodology, survey design and evaluation, performance measurement, data governance, and compliance data systems and tools.
• Develop program integrity metrics to enable proactive detection and risk mitigation.
