We will be recruiting for two (2) positions with this job posting.

This position performs advanced technical work in the diagnosis, maintenance, and repair of complex refrigeration, heating, ventilation, and air conditioning (HVAC) systems within state-operated facilities. Working under general supervision, the role requires expertise in evaluating and improving building environmental systems to enhance efficiency and performance. The incumbent will play a critical part in ensuring consistent and reliable building comfort and functionality for staff, residents, and visitors across multiple DHHS (Department of Health and Human Services) facilities.
As a key contributor to the Property and Construction division's Facility Maintenance team, the HVAC/R Technician supports a broad network of institutional buildings that require consistent oversight of environmental controls and infrastructure. The role involves regular collaboration with skilled tradespeople across various disciplines, integration with building automation systems, and participation in emergency and on-call service rotations. This is a mandatory reporting position during adverse weather conditions.
This position is expected to fulfill On-Call and emergency call-back assignments and is considered a mandatory position that must report to work during periods of adverse weather. Normal working hours are Monday - Friday, 7:30 a.m. to 4:30 p.m.
Key Duties:
Independently diagnose and troubleshoot complex HVAC and refrigeration issues and recommend appropriate repair methods and materials.
Construct, modify, or repair refrigeration, heating, ventilation, and air conditioning systems based on operational and efficiency assessments.
Provide technical guidance and on-the-job training to junior technicians and peers within the HVAC trade.
Monitor and maintain Building Automation Systems (BAS) and Direct Digital Controls (DDC), including pneumatic control systems.
Perform installation and repair work involving centrifugal and reciprocal compressors and related systems.
Analyze existing building systems to propose modifications that improve operational effectiveness or energy efficiency.
Maintain detailed documentation of work orders, preventive maintenance logs, timesheets, and inventory usage.
Assist supervisors in project planning, task delegation, and progress monitoring for maintenance-related initiatives.
Fulfill on-call duties and respond to emergency maintenance needs, ensuring uninterrupted facility operation.
Collaborate with multi-trade maintenance staff on renovation, repair, and new construction projects as needed.
This position is part of the North Carolina Department of Health and Human Services, Division of Property and Construction, Facility Maintenance team responsible for maintaining the North Carolina State Laboratory and Office of the Chief Medical Examiner (SL/OCME) facility located on District Drive in Raleigh, NC. The SL/OCME facility is 261,000 SF state-of-the-art facility with highly technical and complex building systems. This position will require strong technical experience, knowledge, and skills and the ability to function as a technical expert including evaluating and making final decisions regarding maintaining highly complex mechanical, electrical, plumbing, life safety, fire suppression, and security building systems.

Qualified applicants must possess, and application must clearly reflect work experience that demonstrates the following:
High school or General Educational Development diploma and two (2) years of experience in the performance of the full range of journey level tasks associated with two (2) or more highly complex mechanical or building trades; or an equivalent combination of education and experience.
Necessary Special Qualification May require current certification by the Environmental Protection Agency as a Type I, II, III or Universal technician as required by Title 40, Code of Federal Regulations Part 82, Subpart F.
Physical Requirements- HEAVY WORK – Exerting up to 100 lbs. of force occasionally, and/or up to 50 lbs. of force frequently, and/or up to 20 lbs. of force constantly to move objects. Work will be performed outside during all types of weather conditions.
